How interesting (and weird)! Never knew about such a project.
The craziest thing is that buildings seen at both sides of the palace have nothing in common with ones that really existed. So it looks like the whole city would have been rebuilt. Or like a pure fantasy with no intent to be implemented.

I know it's just a conceptual maquette, but the design makes no sense. Yeah, it's nice, but I could bet anything it would have been abandoned, demolished or redesigned soon after it was built. Most olympic stadiums have poor visibility because of the athletics track (see London Olympic Stadium, Munich Olympiastadion, Bird's Nest, etc.), so they include plans to add either temporary or permanent stands over the track. Given that, Le Corbusier still left a lot of unused space between the track and the stands, which doesn't help the visibility, acoustics and the overall experience for the fans at all. Plus, all that wasted space on one of the sides of the pitch makes the main stand much higher and bigger in every way. Fans would be way too far from the action in the fourth and fifth tiers. So it is most likely that nobody would like to go to matches there so no football club would want that stadium, people wouldn't be able to enjoy concerts and other activities so no celebrities would do their presentations there (pretty much the same reason why Stadio delle Alpi in Torino was demolished). The roof also does not look like it would cover anyone from rain or sunrays. Still a nice idea though, it would look great with an efficiency redesign.

Torre Comtal, Barcelona

Proposed as the iconic structure for the 1888 Universal Expo in Barcelona, Torre Comtal would have been the tallest building in the city, with its 210m tall.

The tower was designed by Pere Falqués, famous for his iron designs in the lampposts of Passeig de Gràcia and Avinguda Gaudí, apart from many other remarkable works. The building would have been located in Plaça Tetuán, near Parc de la Ciutadella, where the Expo took place.
