Skyscrapers built shorter than planned

What about buildings that were intended to be taller, but something afwul (financial crisis or structural damage) happened and they were topped out and finished at current level, without reaching proposed height? Are there any in the World?

Metropolitan life insurance north tower, New York. The construction was halted due to the Wall Street Crash in 1929.

Harmon Hotel, Las Vegas (Blue glassy building)


Originally planned to be much taller, it ran into severe structural issues and defects, and was stopped at around 20 stories. It is so unsafe that it is planned for demolition and will never be used.

One known example would be The Transamerica Pyramid in San Francisco.



The building's original height was supposed to be 1,150 ft (350 m) but was rejected by the city planning commission such a building such height would obstruct some views.

It was later reduced to 260 m (850 ft) but was still the tallest building in the West Coast during it's completion.

This is the Grove Arcade in Asheville, NC as it stands today. It was constructed in 1929.

Original plans, however, called for an additional 14 stories that were never completed.

In 2002, a developer floated the idea of finishing the tower as originally planned, but that never happened.

It would due to it's location. But it will also obstruct The Empire State Building which arguebly the most famous NY scraper.

Well not skyscrapers but still nice examples of buildings which were originally intended to be build higher than they are because of flawed foundations.

Of course the famous and historic Leaning Tower of Pisa should not be ommitted:

And here in Aachen the University Hospital (Uniklinikum Aachen) which still is supposed to be the biggest clinic building in Europe, despite the fact that it was originally intended to be much bigger:

All these various strange towers sticking up out of the building are actually the elevator and staircase shafts for originally planned stories, which then couldn't be errected because of the buildings flawed foundation.

Another famous ancient example is Snofrus Bent Pyramid where the slope had to be reduced during its construction because of stability problems:


But there are of course also many other historic buildings, especially churches and cathedrals, even the famous cathedral Notre Dame de Paris with the missing spires.

It would be interesting to see the Metropolitan Life North Building completed as it was originally intended, but I'm more concerned with 1 Madison Avenue, and why the ongoing proposal saves that hideous building which replaced the original 1893 one anyway.

If progress does not halt on the Federation Tower it may be possibly reduced.

The City Hall and City Duma was inteneded to be 308 m in height. After cancellation a 270 m proposed (Grand City Moscow) was proposed to city officials. It will retain the same structure as the old one was planned to have.

QV1 in Perth. At 163 it was meant to be closer to 200m.

The Bitexco Financial Tower in Ho Chi Minh City (Saigon) was originally planned to be Vietnam's first supertall, but in 2008 the height was reduced to 265.5 m.

The Catholic Church in Liverpool (England, UK) was originally planned to have the world's largest dome at 160m, compared to St Peter's Basilica in Rome's 140m; but because of the outbreak of the Second World War a newer much more smaller design had to be built instead.

This was the original design (along with a completely redesigned section of the city which surrounds it);
