I think this could be considered a penthouse. 103m2, €450,000, 12th floor.

A bit of estimations...
Suite Master:
Bedroom 6,39x3,81=24,3 sq. m
the intermediate room, with table - 2,90x2,00=5,8
living rooms total 30,1
Sr bathroom 2,89x2,27=6,6
Sra bathroom 4,05x2,10=8,5
bathrooms total 15,1
Sr closet one room 2,40x1,74=4,2
Sra closet+part of Sr closet 6,32x2,32=14,7
closets total 18,9
the Suite Master rooms 64,1 sq. m
Suites 01 to 04 mostly standard:
bedroom 5,02x3,00=15,1 sq. m
bathroom 3,00x1,40=4,2
closet 1,75x1,50=2,6
total 21,9 sq m
except Suite 01, where closet is 3,60x1,41=5,1 instead
4 suites combine to 90,1 square m
whole gentry 5 suites 154,2 sq. m, plus corridors and public living rooms
2 servant dormitories, sizes 2,02x2,00=4,04 and 2,02x1,95=3,94 square m
sharing a bathroom 2,00x1,20=2,4
total servant residence 10,4 square m, exclusive of their working area.

IMO, little need for GPS. The division between servant side, public rooms and bedroom block is simple and logical, and the 4 suites are simple and repetitive.

Nice image. Is that a new structure built on top of an old one, or sis they make the lower section look old?

You have a link to the building website? Thanks!

Here it is: http://www.fahle.ee/eng/ It was finished in 2007 so you can buy apartments only second-hand. The floor-plans of the apartments are still available, though.

And here's the link to the specific apartment I showed, if that's what you meant: http://www.city24.ee/realestate/flat/1128136

They did the same in my neighborhood here in Stockholm, old office from the 60s and the new from last year.

It was originally bought off the plan for A$14 million, but that fell through, and are asking for around A$20 million.

This is a "Loft" not a Penthouse, even if it is on the top floor. Lofts are former industrial places turned residential, usually as one big room, with open separators between the spaces, and usually no doors. Also high ceilings as well as retaining much of its industrial character. That is what I see in this picture not, a luxurious penthouse.

So a penthouse can't be in a converted building? Says who?

The penthouse in the second post is, eh... not quite my taste.
Well, your taste is correct, generally speaking of, but front door (my guess) is the part of the space arrangement problem. Somehow it does not let you be more creative, free, since it can't be moved. On other hand, we do not know taste of owner(s) who agreed to install such kitchen elements in that particular corner. As I see another obstacle is wooden table in the way, positioned at front of terrace door, whatever is outside. Could be the case when element is placed somewhere just to have nice, more, completed picture, otherwise it would be a plan boring space on the picture.
