From the Oslo perspective that seems quite cheap per m2. For all apartments in the city of Oslo the average price is kr. 47,700 which works out to €5,876. Obviously unusual and luxurious properties go for much higher than that.

River House Plans New York City's Largest, Priciest Home at $130 Million

the most expensive apartment currently on sale in frankfurt is a 640sqm (plus 350sqm roof terrace) 3-storey penthouse on top of a small residential tower (formerly an office tower built in the 60s! currently being turned into a residential property) - the onyx tower located in the westend neighbourhood.

the price tag is 15 million € (20.4 million $), or 18,000 €/sqm (24,500 $/sqm) - a lot of money for such an unspectacular building.

Biggest and most expensive in the Netherlands is in de ROtterdam and was sold today.
750m2 for 3.44 million Euro.

220 CPS in NYC could reach 200 million for the penthouse. Or... it could possibly be in the Central Park Tower (Nordstrom).
