The Hydrometeorological Institute and the Bank of Georgia Headquarters anre some of the most intresting commie-block style architecture I've seen. The communists may have been quite boring in their buildings some times, but when they were creative, boy were they

Haapsalu, Estonia. Results this good aren't very usual. The whole commie was reconstructed by a developer who had the wisdom to include proper architects into the planning.

The one in Skopje looks good, too. Many brutalist architects had great imaginations! It's just too bad so many of their works fall into disrepair and end up looking ugly or bland. Even LeCorbusier's commieblock plan would have looked tolerable if it were kept clean and nice.
One of the main priorities for brutalist buildings, in my opinion, is to have a good integration of nature, either being close to a park or having terraces. The one in Georgia deliberately used nature to its advantage, creating a design to allow as much light as possible, and the right shape for vines to attach to. Absolutely amazing building.

In Prishtina few commieblocks were renewed. Photos below are from the same block, before and after renovation. But not from the same perspective.

Anyway, I would like to know who pays in your city for these renovations?

In Prishtina, buildings in the photos were renovated exclusively with the money of residents, while in the very center of the city, building façades were renovated with Municipality funding 100%. This year it was said that Municipality will pay 50% and residents will pay the other 50% of the cost to renovated other commieblocks in the city.

What is amazing is how some exterior upgrades radically changes how these buildings look. But of course, the interiors are probably unchanged and certainly the layouts of the apartments can't be changing.

This makes me realize something - these buildings were maybe never as bad as we sometimes thought. If the apartments were absurdly small or very poorly built why would they bother renovating these buildings? Wouldn't they knock them down and start from scratch?

This makes me think this wasn't such bad housing all along. They just didn't maintain them well, particularly the exteriors, and didn't put much emphasis on trying to make them look nice or distinctive, even when they were first built.
