Road maintenance costs for different pavement conditions

I'm doing some analysis about road maintenance costs and I'd be glad if you could share your experience (I guess that there are at least some people that can be helpful).

What is the difference between road maintenance work costs for different pavement conditions?

I got some tables that provide me with costs for 1 km road (they differ depending on the cross section of the road) but these values are for roads in good condition. What if I have to compare an old road with potholes to it in the future (rebuilt)? It's obvious that all these potholes need additional work that costs extra money. What could be the difference in %?

Maybe there is some public methodology for your country that could be useful in this case?
