Bloomfield breaks ground on long-stalled redevelopment project

BLOOMFIELD — It's not just a parking deck, it's a sign of progress, town officials say.
Today, township officials and leaders will gather to mark the groundbreaking of a five-story parking deck that signals the first step in construction of a decade-long redevelopment project that has already cost the town millions.

The 468-spot deck was financed by the township and the Bloomfield Parking Authority to the tune of about $9.7 million, according to Kevin McManimon, an attorney representing the parking authority.

Mayor Raymond McCarthy, council members and county leaders as well as officials from the Bloomfield Parking Authority and Bloomfield Center Urban Renewal, the redeveloper, will gather across from the Lackawanna Plaza train station today at 4 p.m. at the triangle-shaped plot that will house the parking deck.

Breaking ground on the parking deck marks the first visible sign of construction for Glenwood Village, a prime piece of real estate that leaders envision as a bustling mixed-use retail, residential and parking center near the town's transit hub.

However the town's redevelopment project has lagged for the last 10 years, mired in legal battles with property owners suing over various complaints. The town also paid a $4.8 million settlement to would-be developer, Forest City, after plans fell through and the Cleveland-based developer sued to recoup costs.

In the past, McCarthy has said he's "taken a lot of flack" for the drawn-out project but is glad that "we didn't give up."

If construction goes as planned, the parking deck is slated for completion next summer, Mcmanimon said.
