Chiang Mai convention centre stalled since 1996

The long-awaited Chiang Mai International Exhibition and Convention Centre, to be located at the Land Guardian Volunteer Training Centre in Muang district, has already spent more than Bt200 million, but construction is still not under way. Published on January 14, 2008

Chiang Mai's latest mega-project has been held back due to difficulties with the terms of reference (TOR), while the contract that was signed by the Tourism Authority of Thailand (TAT) with private companies is proving to be troublesome.


Chiang Mai Chamber of Commerce president Narong Tananuwat said the centre was proceeding with a new TOR draft, because the Budget Bureau said the TAT and the Industry Ministry broke the original TOR's rules by changing the construction proposal. The bureau has cut the project's budget to Bt190 million from the original one, which was a massive Bt3 billion. Narong also said construction of the project had been frozen because of the recent political instability.


"What will happen next depends on the next government," said Narong.


He said the project when completed would be a tool for boosting tourism and business with Indochina and becoming a regional economic hub.


The project, initiated in June 1996, includes office space for small and medium-sized enterprises and an area for semi-permanent exhibits. There will be a convention hall, meeting rooms, an 8,000-square-metre exhibition area and a food area able to serve up to 1,400 diners. The centre's biggest convention room can be joined with the exhibition area to make up a combined space for up to 12,000 people.

INSEE Concrete wins contract to supply 38,000 cu. mt. concrete for Chiang Mai Conference and Exhibition Center

Siam City Concrete Company Limited, a Siam City Cement Group Company, today entered into a contract to supply 38,426 cubic meters of concrete to the EMC-Power Line Joint Venture for the construction of the Chiang Mai Conference and Exhibition Center.

The official contract signing ceremony took place at the head office of Siam City Cement Public Company Limited (SCCC) at the Column Tower on Ratchadapisek Road in Bangkok. The EMC-Power Line Joint Venture was incorporated between EMC Public Company Limited and Power Line Engineering Public Company Limited in September, 2009.

The 1.867-billion-baht Chiang Mai Conference and Exhibition Center project was commissioned by the Office of the Permanent-Secretary, Ministry of Tourism and Sports, and will serve as a conference and exhibition center as well as the focal point to promote products of small- and medium-size industries in Chiang Mai and other northern provinces. It is expected to be completed by the end of year 2011.

Signing the formal document on behalf of SCCC was Managing Director Mr. Philippe Arto, while Mr. Somsak Kuptamathee, Managing Director of Power Line Engineering Plc, affixed his signature on behalf of the Joint Venture. Also signing at the ceremony were Ms. Chantana Sukumanont, SCCC Executive Vice President, Customer Relations, and Mr. Chirdsak Vitooraporn, Senior Managing Director of EMC Public Company Limited.

At the ceremony, Mr. Arto said, “I am proud to note that we will be the sole supplier of ready-mixed INSEE Concrete for this project which is currently recognized as the most prestigious construction project in northern Thailand.”

He added, “As an efficient and successful solution provider for cement and concrete for the past 40 years, backed up by the expertise of Holcim Company of Switzerland, one of the world’s biggest cement producers, I can confidently assure that SCCC will be providing the most professional Services and most prompt deliveries to the EMI-Power Line Joint Venture.”

Chiang Mai Convention Centre may be delayed

The Chiang Mai Convention Centre may not be ready by next September as scheduled due to a delay in construction, Tourism and Sports Minister Chumpol Silpaarcha said.

As of yesterday, the overall progress was 25 per cent though the building itself was only 11 per cent complete, which is lower than the roughly 20 per cent projected.


The delay has been blamed on the construction starting 43 days later than intended. Also, some work could not be started because the original architectural design did not match the blueprints.


"I don't think the centre will be ready by next September. Though, if the contractors worked really fast, the job could even be completed by next year.


Though if it's not ready as scheduled, TAT would be fined Bt6 million per month," Chumpol said.


The Chiang Mai Convention Centre, owned by Tourism Authority of Thailand (TAT), is being created to boost tourism in the Northern capital and attract both local and international business related to meetings, incentives, conventions and exhibitions.


The government has granted Bt1.8 billion for the Chiang Mai Convention Centre and is also planning to open one in Phuket.


According to Chumpol, the ministry will seek another Bt1.1 billion to cover additional work on infrastructure, interiors, public areas as well as protection from insects.

The Chiang Mai Convention Centre is expected to be ready for operations in January 2012, two months behind schedule, Tourism and Sports Minister Chumpol Silpa-archa said.

Construction is only 22 per cent complete, less than the projected 29 per cent for the first year of the building plan. The centre is expected to be completed by November next year, two months behind schedule, and will be ready for operations the following January.


"The contractors will pay compensation of about Bt5 million for the two-month delay," Chumpol said.


He said the ministry would establish a committee to study the management of the centre. He added that the centre would be managed either by the Thailand Convention and Exhibition Bureau (TCEB) or by the private sector.


The ministry will soon invite operators to join the bidding for the management of the centre.


Two years ago, the Cabinet approved the TCEB to manage the centre. However, the government might revise the plan, as the business situation has changed.


Chumpol said the Chiang Mai Convention Centre would become the first business venue in the region, which is expected to bring meetings, business conferences and exhibitions to the northern region.


The government approved Bt1.8 billion to build the centre to help boost the meetings and exhibition business in the province as well as general business travel.


However, an additional Bt1 billion will be required to develop infrastructure and public areas.


"To prevent big problems such as floods, the centre needs to have a flood-prevention system. Moreover, it needs a good electricity and water system and connectivity," said Chumpol.


The TCEB earlier announced that Chiang Mai was one of three provinces that had the potential to host the World Expo 2020. Prime Minister Abhisit Vejjajiva last week announced at the Shanghai Expo that Thailand would join the race to host the 2020 event.

Extra Bt2 bn sought for Chiang Mai Convention Centre

The Tourism and Sports Ministry will ask the Cabinet for an extra budget of Bt2 billion to develop facilities related to the Chiang Mai Convention Centre, which is scheduled to be completed in September.

Thai-MarriageMinister Chumpol Silapaacha said the additional budget would be spent mostly on construction.

Essential infrastructure includes a watertreatment system, a power generator, three main roads linking with the centre, a communication system, and wireless Internet.

"These facilities were not included in the original plans, so an extra budget is needed to supplement the centre," Chumpol said.

The ministry will ask for Bt367 million first to finance decoration and the electric system before opening the centre. The rest of the budget will come afterwards.

The government in 2009 granted Bt1.8 billion to build the convention centre.

To date, the construction work is 47 per cent complete, which is behind schedule.

Chumpol said that if the government were unable to allo?cate the extra budget, the centre would not be opened as planned by the end of this year, which would affect the conven?tion and exhibition business.

He added that universities were studying the marketing and utilisation of the centre.
