Why did Ping An have to chop the spire (and essentially ruin the tower) when so many proposals are suddenly going higher than 600m? Is this in a totally different part of the city with a different height limit?

The whole "distance from the airport" notion with respect to megatalls in the eastern parts of Shenzhen is incorrect.

The Civil Aviation Admin of China - Central & Southern Bureau (CAAC CSB) by default owns all the air rights starting at 600m above sea level in the entire Guangdong Province (and Guangxi, Hunan, Hubei too). Anyone that wishes to have solid objects protruding into said air space needs prior consent from CAAC CSB, otherwise it will be dealt with as trespassing. It is completely at CAAC CSB's discretion whether to allow what objects into their air space or not.

So far, all megatall proposals in Shenzhen fall under these 4 scenarios with regards to CAAC CSB's height limits:
1) The developer does not know that building above 600m from sea level is actually trespassing a government bureau's property.
2) The developer has plans / is working on to have CAAC CSB consent to their megatall towers.
3) The developer knows about the height limits and thinks they are above CAAC CSB's authority, hence such law does not apply to them.
4) The developer knows about the height limits and is merely including megatall proposals in marketing materials to sell the adjacent short towers, knowing full well they will never build that megatall in the end.

Many meagatall projects in shenzhen,may not build all of them,but if build one or two,its also nice.

Yup, probably only 2 or 3. But the thing is that we are getting several megatalls a year and around 1 supertall a month in this city. Even if 70% are a total flop the outcome is stunning.
