New buses may start plying next month in Lahore

LAHORE: A new bus service to bring passengers to the stations of Lahore’s Metro Bus is all set for inauguration as the installation of security cameras along the routes is to complete by February 10.

About 200 new public buses will ply on 14 feeder routes of the Metro Bus, covering a total length of 123 kilometres. More buses will be inducted in a phased manner once the Metro Train’s Orange Line becomes operational.

New public buses to hit Lahore’s roads

Punjab Mass-transit Authority (PMA) contractors have started installation of closed-circuit television (CCTV) cameras on the routes after much deliberations whether to use the cameras in control of the Punjab Safe Cities Authority (PSCA) or install a separate surveillance system for the buses.

PMA General Manager Syed Uzair Shah told The Express Tribune that a third-party contractor was installing CCTV cameras along the routes and the authority had given February 10 as the deadline for the task.

By the time, the bus service operator – Daewoo Pakistan – will also complete the training of drivers hired for the new buses.

The government was previously considering a proposal to use the PSCA infrastructure for monitoring of bus operations. Later, it was decided the PMA would install 50 cameras through its contractor as both authorities had using the technology for different purposes and both had different height and camera angles.

The cameras on feeder bus routes would be used to monitor movement of passengers, public buses and traffic.

PMA officials believe once the new service starts, the rush of motorcycles will reduce dramatically as citizens will have a reliable and alternative mode of transport available. New buses will also improve connectivity among different areas and provide additional passengers for Metro Bus.

The authority has already made arrangements to integrate ticketing systems of both the Lahore Metro Bus and feeder buses that will enable passengers to travel on a single ticket on both buses.

The PMA inked the agreement with Daewoo Pakistan in February for procurement, operation and maintenance of the 200 feeder buses for integrated bus operations. The buses were to hit the roads in April last year but the project was delayed owing to disagreements between the PMA and the operator on contract terms.

Daewoo has invested Rs3 billion in the procurement of 162 large and 38 small buses.

The sight of the newly introduced, fancy red buses on the city roads is quite refreshing for the citizens. Now they can enjoy the comfort of travelling in these fully air-conditioned vehicles that come by the brand name SpeedO. What’s more, these offer subsidised rates.

Connectivity with the metro bus service has also increased thanks to these buses that are supposed to run on ‘feeder routes.’
However, despite all their merits, the buses are mostly found vacant. Occasionally, you may see a couple of passengers engaged in some argument with its staff.

Shahid Ali, who owns a shop in Urdu Bazar, says that he recently tried to board the bus but its staff wouldn’t let him until he bought a metro card worth Rs200. He says he wanted to take the ride for the sake of experience, so there was no point in him making the purchase. “The card has only Rs70 as usable credit after all,” he reveals.

There are others who can’t find the formerly Lahore Transport Company (LTC) buses that they would routinely take to reach their desired destinations. Of course, this has happened after certain routes were cancelled out.

Tariq Iqbal, a marketing executive in a private firm, has his own story to tell, “I, together with my five family members, wanted to go by the red bus. We thought it would cost us around a hundred rupees. But we were in for a shock, when we were told that each of us needed to have our own cards made. This meant spending a total of Rs1,000, even though we had to travel a short distance.”

The question arises as to why the desired objective of the initiative has not been achieved ever since these spanking clean, red-hot creatures were launched by the Punjab government. The target market doesn’t seem to have got the benefits promised. If that is the case, it has to be seen as to how can these obstacles be removed and the people facilitated in the best possible manner.

Sources in the Punjab government say it is simply an issue of awareness and the people shall soon realise that the integrated transport system cannot be cash-based.

The project is faced with initial hiccups. “It is true that the people, especially those travelling i” groups, resent the high cost. The government is looking to find a viable solution to such issues.”

Ozair Shah, GM, Punjab Mass Transit Authority (PMA), is of the view that a 200-rupee metro card has a balance of Rs70; the rest is the cost of the card.
When prompted that the cards could be free of charge, he says, “That’s not possible. Why, because the service provider has sourced these [cards] from abroad and got special chips installed that obviously cost them something.
“With the help of these cards, we can keep track of different legs of a journey.”
Shah also speaks of the discount packages that the users can avail.

Presently, there are 200-odd new, improvised public buses that have been introduced on feeder routes for the Lahore Metro Bus. These buses connect commuters from different parts of the city with the 27-km corridor of Metro.
The contract of operating these buses was awarded to Daewoo Pakistan that has also been handed over the possession of two bus depots — one at the Lahore Railway Station, and the other in Green Town — free of cost by the government.

According to sources in PMA, the said buses offer the facility of e-ticketing and GPS tracking. Besides, there are features like automated announcements about the arriving stations, surveillance system, ramps for the wheelchair-bound, seats for the specially challenged, and door sensors for passengers’ safety. Information about the temperature inside the bus is also displayed on the screen on top.

These things, the sources claim, shall benefit the common man as the subsidy will reach them directly. No person owning a car will get on it just to avail the subsidy.

The arrangement is such that the Daewoo Express which has invested Rs3 billion in the procurement of the 200 buses, including 162 large and 38 small ones, shall operate the buses on the feeder routes. The PMA shall pay Rs165 and Rs140 per kilometre for large and small buses respectively. The small buses are supposed to operate on congested routes so that they do not get stuck for long.

Initially, 200,000 passengers shall benefit daily as estimates suggest each bus can transport around a thousand passengers per day.
Ozair Shah reveals that the flat fare of Rs20 per trip is charged from the passengers travelling in feeder buses, irrespective of the distance travelled, while there are no additional charges for the passengers transferring from a feeder bus to the Metro.

Similarly, no additional fare is charged from passengers transferring from Metro to a feeder bus. An additional fare of Rs5 per trip is charged if the passenger transfers from one feeder bus to another.
A maximum of Rs25 is charged as fare for three trips. As per details, the passengers can transfer to the next bus within 30 minutes to avail a discounted fare.

“These calculations can only be made with the help of cards,” Shah says.
He admits that the project is faced with initial hiccups. “It is true that the people, especially those travelling in groups, resent the high cost. The government is looking to find a viable solution to such issues.

“This integrated system was planned keeping in view the regular commuters. We didn’t see the issue of family trips coming. Having said that, the government is looking into the issues, and will try to simplify things for the public.”

A lot of regular commuters are also complaining that they are left stranded as many bus routes have been closed to divert passengers to feeder buses. Nasir Hussain, Deputy Manager, Communication, Lahore Transport Company (LTC), explains that the routes are not closed but being re-alligned. “These [routes] shall be adjusted, and buses plying on these shall be shifted to other routes proposed under a study made for integrated bus operations.

“We are informing the people about these realignments so that they can use the routes that best suit them,” he says.

Punjab Mass Transit Authority (Lahore) routes
The PMA is operating mass transit line in Lahore known as Lahore Metrobus system (LMBS) since February 10, 2013. In order to increase the coverage area of LMBS, the PMA has planned to operate integrated public transport routes with Metrobus line.The Integrated Public Transport Network/Route has broadly three components i.e. physical, operational and fare integration.

The physical aspect of integration deals with convenient transfer of passengers from feeder buses to Metrobus line and within feeder buses. The convenient transfer will allow shortest walking distance from bus stop to Metrobus station and vice versa.

The operational integration aspect of planned system will ensure that headway (successive interval between buses) and operation hours matched between feeder buses and Metrobus line.

An integrated fare is the fare charge for an amount of travel between two points in a public transport system, irrespective of the number of modes/services and operators involved in making the journey. This means that a passenger travelling from point A to C via B using two different operators/routes is charged a single fare for the journey as distinct from the alternative of charging two fares A to B + B to C. Integration of fare have social and financial objective; whose design utilize Automated Fare Collection technologies for implementation of the plan.

The Phase I of the project has 200 buses which includes 162 Standard buses (12-meter) and 38 Mini buses (8-meter).

PMA has engaged an independent service provider, for provisioning of Automated Fare Collection and Bus Scheduling System (AFC-BSS) system which serve as a Management Information System (MIS). The AFC-BSS coupled with necessary hardware and software authenticate entry/exit of passengers into buses, and to monitor adherence to bus schedules. Each 12 m long feeder bus have two on-board validators for authentication of entry/exit of passengers whereas each 8 m long feeder bus is to have one on-board validator. Passengers shall use one stored value rechargeable smart cards for their journey in the Integrated Public Transport routes. These feeder buses have On-Board E-ticketing system and passenger will tap cards on Validator for fare authentication/deduction. One person will be positioned in the bus to facilitate/guide the passengers.

The Driver Console/On-Board Unit installed on buses shall be used to track buses accurately and reliably. The PMA will receive live passenger data, financial data, and Automatic Vehicle Location data in Control Center.

Efficient surveillance system is designed for the operation management of public transport system. PMA has installed cameras along the road at intersection, and at critical points for better operational management of buses, and bringing cost and operation efficiency. The surveillance system will also help in implementation of Service Level Agreement. The overall system is designed to be controlled and monitored from the Lahore Metrobus Command and control center. The buses have wireless communication system to connect with Control center in case of emergency and broadcast information from control center to buses.

The Feeder Routes operation started on March 20, 2017.

Chinese firm looks to invest in urban transport sector

LAHORE: A Chinese company is planning to invest in the urban transport sector in Pakistan as well as establish state-of-the-art setup for Drivers Training Simulator program.

A Chinese delegation led by Wow Solution CEO Wang Lixu and Fulin Transport Co Office Manager Zhao Lei visited the Lahore Transport Company (LTC) office on Tuesday and met with LTC Chief Executive Officer Khawaja Haider Latif, chief financial officer Mariam Khawir, chief operating officer Zafar Qureshi, DGM technical Abdul Qayyum and other officials.

The delegation showed interest in investing in the urban transport sector particularly projects pertaining to the Airport Shuttle Service. It planned to ply luxury buses to commute passengers from airport to hotels located at different places in the city on dedicated routes, while drivers of public service vehicles would be properly trained under the Bus Drivers Training Simulator Project.

Most importantly, the Chinese firm will not get any subsidy from the government rather LTC will facilitate it to commence operations and the route plan will be shared accordingly.

Wang said that his company would also share their model for induction and operation of dedicated luxury buses for airport on specified routes. He appreciated the various initiatives of LTC for the provision of safe, affordable and efficient transport facilities.

The LTC CEO briefed the delegation about various initiatives of the company and highlighted the possible benefits for potential investors.

Apni Sawari: LTC launches mobile app for commuters

LAHORE: The Lahore Transport Company (LTC) has entrusted with the mandate to enforce, plan and regulate the public transport system in the city for the provision of safe, economical, efficient and environment-friendly transport facilities of international standard.

This was stated by LTC Chairman Mehr Ishtiaq while presiding over the launching ceremony of user friendly application “Apni Sawaari” on the buses plying on various urban routes of the city with the collaboration of Binary Vibes on Wednesday.

He said that the newly developed application will cater the common man standing on the bus stop by picking bus route, estimate transport fare at the displayed route, time of arrival and real-time location of buses will be available for planned journey.
The exquisite features of this application included multiple login options user management.

BRT to be expanded

Cm approves expressway from Ravi bridge to Kala Shah Kaku

Directs officials to plan construction of another bridge on Ravi

LAHORE

Chief Minister Shahbaz Sharif chaired a meeting and approved elevated expressway project on GT Road from Ravi Bridge to Kala Shah Kaku.

The 6-km-long elevated expressway would comprise eight lanes. Six lanes would be used for traffic and two would be reserved for metro bus.

The 4.5-KM portion of the expressway would be elevated; while 1.5-KM portion on ground. The meeting decided to extend metro bus service from Shahdara to Rachna Town.

The chief minister said that latest infrastructure helped enhance economic and industrial activities. He said that the elevated expressway project would result in improved traffic system and provision of better transport facilities to the citizens.

Shahbaz Sharif directed the authorities concerned to plan construction of another bridge on the River Ravi besides beautification of elevated expressway with horticulture.

MNA Malik Riaz, MPA Ghazali Saleem Butt, Punjab Mass Transit Authority MD, P&D chairman, the secretaries of C&W and Housing, Lahore division commissioner and LDA DG were also present.
