I feel like there must be dozens of projects of this scale happening all over Seoul and South Korea, but we don't have enough Korean people on the forum to know!

There are some HUGE land reclamation projects going on nearby Seoul. Maybe even one of the biggest projects in the world right now. But a lot of projects have been stalled since the mayor of Seoul doesn't like highrises. The amount of construction in the center of Seoul is a bit disappointing however at the moment. At least when I was there one year ago.

Seoul mayor doesn't hate highrises.
He is just opposing improper urban development which many seoul citizens already agreed. OK?

Well, that's not konglish actually.
It's a compound word which was created on purpose, mixing French with English to make a brand name.

As far as I know, Konglish is a broken English which is widely spoken only in korea as a language while this word is not spenken in korea at all as a daily word.

Also, some korea tend to have admiration western or japanese things while the others stick to preserve their traditional things.
This is just tendency for naming, not culture thing.
Of course, there are pure korean name(brand name) of recent development, for example. 이-편한 세상(this pure korean means "comfortable world" as a residential brand name).
