Election Commission to announce Karnataka assembly polls today

NEW DELHI: A Congress-BJP faceoff is on the horizon with the Election Commission (EC) set to announce Karnataka assembly polls on Wednesday. The election to the 224-member may be held in the last week of April, Nirvachan Sadan sources have told TOI.

The polls in the BJP-ruled southern state may be a phased affair. Though the term of the Karnataka assembly expires on June 3, the EC feels May will be too hot and is keen to wind up the exercise in April itself.

The Congress goes into the polls with an edge, having finished way ahead of BJP in the recently concluded urban local body elections in the state. While the BJP's tally shrank to 907 seats, Congress bounced back by winning 1,906 seats.

Karnataka is the first big state to go to polls after the elevation of Rahul Gandhi as the Congress vice-president. The last assembly poll exercise in February was confined to the three small north-eastern states of Nagaland, Meghalaya and Tripura.

The Congress will count on a victory in Karnataka to enthuse party workers ahead of the next major round of assembly polls in Delhi, Madhya Pradesh and Rajasthan, due later this year.

On the other hand, the state's ruling party, the BJP, seems to be in disarray ever since former CM and Lingayat strongman B S Yeddyurappa, who was asked to step down in 2011 in the wake of corruption charges, parted ways and formed his own party. There has been a steady erosion in the BJP's votebase, as was evident from the drubbing it got in the latest urban body elections.

EC orders transfer of overstaying officials

Hundreds of government officials who have managed to stay put in one district for more than three years will be given transfer orders within the next 24 hours. This includes over 100 police officers in Bangalore City Police Commissionerate.

The Election Commission of India (ECI), while issuing the calendar of events for the election to the Karnataka State Legislative Assembly on Wednesday, stated that election-related officials, including police officials of inspectors and above, who have completed three years in a district should be transferred out.

The commission also said police officers of the rank of sub-inspectors, who have completed three years in a sub-division/Assembly constituency or are posted in their home sub-division/Assembly constituency should also be transferred out of that sub-division/constituency.

Karnataka Chief Electoral Officer Anil Kumar Jha told The Hindu that the commission has already communicated these directions, orally issued by the Chief Election Commissioner during his recent visit to Karnataka, to all the departments concerned, particularly Revenue and Police departments. “We are waiting for the lists of officials and transfer orders will be issued within 24 hours,” Mr. Jha said.

District and division

While the State police headquarters has already received lists from districts and sub-divisions on such officials, the list from Bangalore City is yet to come, a top police officer told The Hindu.

While officials in the lower rung of police hierarchy in the city claimed that the term ‘district’ would mean police division for Bangalore City, which has seven law and order police divisions, two traffic divisions and one crime division, the top officer said, “We will go by revenue districts — Bangalore Urban and Bangalore Rural — and not by police divisions in the Commissionerate.” He also said service in traffic and CCB of the city police too would be considered to calculate total of three year’s of service in Bangalore. “When the ECI talks about ‘district’, it is revenue district and nothing else,” the officer added. “Similarly, though there are two police districts in Kolar district — Kolar and KGF — we’ll consider it one district,” he said. The same analogy would apply to other districts which have police commissionerates — Mysore, Hubli-Dharwad and Mangalore, he added.

Nearly 50 per cent of the 200-odd police officers above the rank of inspectors, including those in the traffic and central crime branch wing of the Bangalore City Police would thus get transferred by virtue of the ECI directive, the official said.

A top official with the Department of Personnel and Administrative Reforms said the lists of officials are being prepared and would shortly be submitted to the ECI very soon.

Achievements of BJP government I feel:

1. Namma Metro reach 1
2. Good buses even in tier II/III cities
3. HD BRTS

Minus points:
1. Bellary mining scandal
2. Mismanagement of floods in North KA
3. Not improving infra
4. Constant infighting means they could not focus on development.

All in all, they are on a weak wicket.

Over 500 companies of paramilitary forces for Karnataka polls

Jha said a Systematic Voters' Education and Electoral Participation (SVEEP) campaign would be conducted in the State to exhort the people to participate in the poll process, particularly in Bangalore where the poll percentage in the 2008 election was "not that much".

He said an EC team, led by Chief Election Commissioner V S Sampath, which interacted with representatives of political parties and also Deputy Commissioners and Superintendents of Police here earlier this month, would come to Bangalore again in a week's time to review the election preparedness.
Jha said the model code of conduct has come into force from last evening and the Government would have put on hold all announcements, new works and schemes and "every thing" barring in "emergency cases" such as drought relief and drinking water. "No new work will take-off".

Voters' list is being revised continuously, and 1.65 lakh names have been added to the earlier announced total electorate of 4.18 crore, including 2.04 crore women.

Jha admitted that there are some errors in the voter database and those are being corrected. "Already 43,000 such cases have been corrected".

Basic infra of most of the cities/towns improved/improving in current BJP rule which never happened before. Thanks to Rs 200 cross sanction to 7 major municipalities.

History’s uncanny ability to repeat itself, whether as a farce or as a tragedy, is limitless. Karnataka, it seems, is the favourite child of this repetitive history. Today, as the whole of India is burning with a desire to defeat Congress, Karnataka has possibly made up her mind to bless the scam-tainted party of the Gandhi family. The recently concluded urban local body polls give us enough indications towards a Congress revival in the State.

The six-pronged electoral analysis based on ULB polls

The recent urban local body polls can be dismissed as a purely local poll with no ramifications for the State elections. On the other hand, these ULB elections can be used as a dip test. In fact, this was the best possible opinion poll that any State could have had on the eve of the State elections. A sample size of 85 lakh voters is impossible to replicate!

Just like any other opinion polls, these ULB elections should also be taken with enough caution. Yet, there are some important pointers that have emerged out of the ULB exercise:

1. Usually, Congress does well in the ULB polls due to its widespread base and larger number of stronger contestants at the local level. This doesn’t get replicated in the Assembly polls, as we have seen in the past, most recently in 2008.

2. Not withstanding Congress’s inherent advantage, the party’s performance this time in ULB polls of Karnataka show some traction, which might eventually lead to a wave like situation and a big victory by the time Assembly elections are held.

3. Ruling parties usually tend to perform a lot better than opposition parties in ULB polls because of the ability of ruling party to give out goodies to contestants and voters alike. By this yardstick, BJP’s performance has been a let-down.

4. BSY’s KJP has hurt BJP more than the party bosses had expected, but the former’s performance has not enthused BSY & his camp either, as he was expecting at least double the tally that he got (about 500 total seats). So it is an unsatisfactory result for both parties.

5. Despite bad Press, anti-incumbency, multiple splits in the party and many top leaders deserting it, BJP has managed to win as many seats as JDS. By this yardstick, the party should be happy that its presence in the State cannot yet be written off.

6. JDS has remained static and is unlikely to improve its tally in the near future. It’s essentially old-Mysore-base is not showing any signs of expanding, not withstanding some victories in ULB polls of Hyderabad-Karnataka. The party is in danger of disintegrating if it goes powerless for another term.

No elections in India are uniform in nature, not even State elections. India’s national elections have, for long, been termed as ‘many State verdicts put together’. Karnataka is also a classic case of many sub-divisional elections. The State can be divided into 6 electoral pockets based on similarity of voting patterns. We will try and analyse one of those divisions today.
