The 150m towers (Stadtkrone) in Berlin are not canceled. The first one will be Hines Tower. An international architecture competition is running right now. It's down to four finalists now.

To your question:
Nearly all bank headquarters are located in Frankfurt since the end of WWII. The banks are the ones building all the fancy, tall towers.
Because Frankfurt is kinda small and densely developed, real estate prices are already very high, so they are building high. The higher, the more space they earn.

Berlin on the other hand is a huge city, with many empty building sites since WWII. Real estate prices are pretty low compared to other German or European metropolises. So there is still enough space to build (exactly what they are doing right now. There is construction everywhere!) and no actual need to build high. The most highrises you see now in Berlin are objects of prestige, not of actual need.
This may change in the future, when Berlin's prices get higher, most of the empty plots will already be filled with buildings and new corporation headquarters settle in Berlin.

I DoN't want to hurt you _- but if you re from this Town K_Lautern than take some ambicient lookings of your hometown-not this bad quality posters.

If i somewhere would presentate my hometown I would do my best -

yes, except that one round tower, Nürnberg looks quite flat
