Actually, Niagara Falls is part of Buffalo metro,which is at over 1.1 million according to wikipedia. And so it should be disqualified too.

How about Wonsan, North Korea?
Population of Wonsan : 300,000
Wonsan is around 180km from Pyungyang(the biggest city in North Korea : 2.5million)
Please, don't hate Wonsan just beacuse of one of north korean cities(plaese, we are only talking about city, not politics, thanks in advance. )

Buffalo, New York considers Niagara Falls, Ontario as part of their metro? That's absurd and the links between the 2 are insignificant. Besides, Niagara Falls is part of the St.Catharines-Niagara metropolitan area; population 400,000.

Maybe you're thinking of Niagara Falls, New York?

Probably NF, NY, but I believe YF have pointed out that a city must be atleast 100 miles away from the next city or metro.
