For Thai - China Railway high speed train with the distance of 252.5 km and a price tag of 179,412.21 Million Baht, Chinese government has raised a concern that EIA on the section from Ban Phachi to Khorat has not been approved yet even though the section from Bangsue Central to Ban Phachi has gotten the approval - not to mention about the regulation that Architects must pass the license test with Association of Siamese Architects - but Thai government answer to Chinese government they are going to deal with those issues and try the best to accommodate with the regulation without invoking Article 44 - need cabinet assessment in June to get approval in July and bidding in August 2017 - most section will be financed by Thai Baht loan from government bonds while the electromechanic along with signals and EMUs can be financed by Chinese loan

Nope, they have to run at the separated tracks -which mean extra space from Rangsit to Ban Phachi which has become a great concern for the section from Bangsue Central to Donmueang for sure.

Now, Japanese government telling Thai government to extend Airport link to not just linking with U-Tapao-Pataya International Airport and Donmueang International Airport togather, this airpor link must be extended all the way to Ayutthaya to please Japanese tourists who love to go to Ayutthaya as well as Japanese investors at Rojana Industrial Estate -
Note: Then, JICA should grant generous loan to accomplish this airport link extension project all the way to Ayutthaya and we are going to issue bonds to pay back the loan

Japanese media getting serious on the deal of Bangsue Central - phitsanuloke - Chiang Mai High Speed train so they can
export their Shinkansen technology to Thailand - in addition to the issue on Thai - Japan railway MOU - However, Japanese

Finally, Big Too (PM Prayut) has to apply Section 44 to break the major deadlocks that drag Thai - China High Speed railway with the distance of 252.5 km and the price tag of 179,412.21 Million Baht.

Here are the lists of deadlocks

1. the need to use Chinese engineers and Chinese architects who have been working for High Speed train in China for decades but never taken the examination to obtain the licenses to work in Thailand. Usually, the exemption will be applied to the legal entities but Section 44 will allow the individual Chinese engineers and Chinese architects to gain the permission.

2. Procurement Act which need to pass through the red tapes of Super Board as the high speed train project has a price tag well over 5000 Million Baht threshold

3. the mean prices for bidding as Thai Procurement Act requires the quotation of the mean prices before bidding. Section 44 is to find the compromise that both Thai government and Chinese government are happy with.

4. G to G Procurement - Chinese government is going to use Chinese equivalent of NESDB (Economic Council) to pick private sectors to run the Procurement so Thai government has to tell MoT to coordinate with Chinese equivalent of NESDB (Economic Council) to issue the letters of approval for the companies Chinese equivalent of NESDB (Economic Council) are going to pick to work as contractors.

5. Since Thai - China High Speed railway has to pass several reserved forest within Dong Phraya Yen area as well as Khao Yai national park along with the areas of Land Reform Bureau, it is necessary to apply section 44 to break this deadlock as the areas of Land Reform Bureau ONLY allow farming and agricultural activities - according to the Supreme Administration Court Rulings.

This Section 44 will be applied to break the deadlocks in the next week so as to start the bidding on the first section [Klang Dong - Pang Asoke] with the distance of 3.5 km with the price tag of 220 Million Baht by the end of August 2017 while the other 3 sections will follow next months.

For the TOR of bidding, SRT is going to applied the latest TOR for massive double tracking as the basis for High Speed trains - separated into packages not larger than 10000 Million Baht - Section 1 would need ONLY 1 contractor since the price tag is just 220 million Baht - while the other sections is up to the mean prices.

5 bones of contention on Thai - China railway must be settled before the visiting to Beijing by Big Too -



1. For the case of licenses to operate in Thailand, both Chinese Architects and Chinese engineers must pass through the orientation process to learn to build Thai - China High speed railway that meet the demands of local Thai people along with Geography of Thailand.

2. Procurement which need section 44 to break the 5 billion Baht threshold
3. Since the regular mean prices for bidding cannot be easily calculated, they must come up with standard prices which Thai and Chinese government can agree with

4. Nevertheless, even the deadlock breaking have been executed, EIA issues remains another bone of contention - esp the section from Ban Phachi to Khorat which have not been cleared yet

Now, Chinese has to change the mind on the section from Bangsue to Donmueang that they would not share the tracks with Airport Link after learning that Japanese government is going to grab Airport Link extension to link all 3 airports with extension to Ayutthaya to feed the demands of Japanese industrialists and investors whose business are in Rojana Industrial estate. Furthermore, Chinese government insisting to use the special made steel from China rather than the one which Thai steel mills can produce.

Furthermore, we have learnt that Chinese government is lobbying so hard for commercial development along 150 meter wide land strip along Thai - China railway which is the most serious bone of contention of all since this issue carries politically explosive controversies as it is going to cause anti foreigner backlash from Thai people.

Note: we do learn that the price tag of for Airport link extension that link all 3 airports together has a price tag of 194,391 Million Baht

Thai architects and Thai engineers starting to raise their angry voices after Junta applying Section 44 to break the deadlocks in Thai - China Railway which let Chinese engineers and architects work in Thailand without taking examination to obtain license - not to mention about the issue of procurement which don't need the issue of translation and interpretation - so concern for the safety ensued -

Now, Chinese Embassy have told Thai journalists that Chinese government never ask Thai government for the exclusive rights for land developments along the land strips of Thai - China High Speed train as Chinese government has acknowledged that the land strip along the railway lines are one of the most controversial and explosive issues which have to be handled with delicate diplomacy

1. Have some objections but never oppose Thai - China Railways
2. Our national interests comes first - ensure the better social impact from Thai - China railways
3. However, we have to raise serious questions on how to ensure that our national interests actually comes first
4. Benefits from Thai - China railways must come in both direct and indirect manners
5. Benefits of Thai - China railway from travel convenience along with passenger revenue along with TOD (Transit Oriented Deveopment) are definitely not enough to please our National Interests for sure.
6. Using Thai - China railway to raise the competitiveness of the nation along with other long term impacts are much better way to please oyur national interests
7. Using Thai - China railway to raise the standard of our own industries as well as R & D and Education as a part of Thai - China Railways are ones of the ways to please our own national interests
8. Need to ensure that Thai - China railway project is going to bring the new kinds of industries which Thailand has never have before to be implanted in Thailand, not just the existing construction industries and existing production industries including, material production, metallugical production, electronics, electrical, computer, telecom.
9. We badly need technology transfers to ensure that Thai - China railways will be well-maintained in sustainable manners

Even after the settlement on Thai - China railway that quell the dissent voices from Thai engineers, Thai architects and Thai politicians who are piquing Junta, the distrust remain as this satirical cartoon has implied that Thai - China high speed train as a growing bean tree to prosperity as said by PM Prayut while Chinese government in form of a giant has other thing in his mind which has to be left to your imagination

NESDB agrees in principal for Thai - China High speed railway with the distance of 253 km with the price tag of 179,412 Million Baht but their will have details finalized on 11 July 2017

Here is the plan for expenditures:
1. Thailand is handling 75% of project - civil works and electric power supply using Thai contractors and Thai Raw materials and products from Thai industries
2. China is handling the high speed rail systems, EMU rolling stocks and system along with the signal at around 30-40 billion Baht

Here are 2 main contracts -
1. Civil works and infrastructure at 122,593 Million Baht
2. Design, construction control and rail system along with signal, and EMUs - using Chinese technology at 43,748 Million Baht

the detailed design have been assigned into 4 sections
section 1: Klang dong - Pang Asoke - 3.5 km
section 2: Pak Chong - Klong Khanant Jit 11 km
section 3: Kaeng Khoi - Nakhon Ratchasima - 110 km
section 4: bangsue central -Kaeng Khoi - 110 km

Now, TIS has told Thai steel makers to ensure that their steel mills can produce various kinds of steel products with the high quality to meet the requirements for Thai - China High Speed train as tyhe way to minimize the importation of steel products from China.

Finally, all the section of Thai - Japan High Speed train (Bangsue Central - Ban Phachi - Phitsanulok) has gotten EIA clearance with condition that National Park Dept must make a monthly monitor on the bird eggs of those birds who live along Bueng Boraphet lake near Nakhon Sawan station during the construction - every 6 months during the first 3 years and every 3 years later on

Big loss from Thai - China railway ? Investment of 279,413 Million Baht (179,413Million Baht for Thai - China railway construction and 100,000 Million Baht for the developments around the stations ) with IRR at 2.56 % - well below the criteria of NESDB ruling of 12% while FIRR for 35 year cannot be assessed and NPV at negative 220,197 Million Baht - NESDB said the this line rely on passenger service - 5,310 passenger a day in 2021 and 26,830 passengers a days in 2051 - definitely not satisfied the private sectors

After breaking the deadlock by Section 44, the results of the 19th Meeting has come up as signed on 7 July 2017 as follows:
1. contract for detailed designs and contract for project consultant
2. progress on project - before starting the first section (3.5 km)
3. plan for the section 2-4 so as to complete BKK - Khorat Thai - China railway and plan for Nakhon Ratchasima - Nong Khai

Bangsue Central to Khorat (Nakhon Ratchasima) at 500 Baht per trip for cheapest class? Sound too good to be true unless it is the first year promotion price to encourages more and more passengers to ride High Speed train between BKK to Khorat - even taking Competittion from Low Cost Airline into account

Approved! The Cabinet (Cabinet) has approved the State Railway of Thailand (SRT) to develop a Bt1.79bn high speed railway project linking Bangkok-Nakorn Ratchasima (Korat). The government will pay 100% of the investment costs. The line will be proposed to the National Legislative Assembly (NIA) for further information.

Approved! Airport Rail Link/High speed rail linking Don Mueang - Suvarnabhumi - U Tapao Airports

Recently, the Eastern Special Economic Zone (EEC) Board approved a high-speed rail project linking three airports (Don Muang-Suvarnabhumi-U-Tapao) for a total of 215,100 million baht. The auction will be launched in September and it is expected to open bidding in Nov-Dec so that private investors will be able to launch the project within this year.

The Airport Rail Link will run at a speed of 160 km/h while in inner Bangkok, and 250 km/h when leaving Lat Krabang station towards Suvarnabhumi Airport and onto Pattaya and Rayong.
