“Sa amin pong pag-aaral, napag-alaman po namin na ang population po ng Cabanatuan ay 300,000 sa gabi pero umaabot po ito ng mahigit one million sa araw so lumabas na rin po yung aming pag-aaral sa traffic impact study,” Mateo said, saying they had to incorporate all these inputs to their new design.

“Nilakihan po namin ang mall, nilakihan po namin ang parking at naglagay po kami ng mga convenient facilities,” he said.

Realizing the volume of tricycle, Mateo said, they now have a parking space to accommodate 1,000 tricycles and 2,000 other vehicles. The mall will have a basement parking, he explained.

The explanations were made amid doubts on the supposed delay on the construction that was earlier reported to start before the end of 2012.

After a decade-long negotiation since 2002, SM Prime Holdings Inc. has announced in July last year that it is pushing through plan.

Among the anchor tenants expected in the mall are SM Supermarket, SM Department Store, Jollibee, Chowking, Greenwich, Pizza Hut, KFC, and Mang Inasal, BDO, Watsons, Ace Hardware, National Bookstore, Ideal Vision, Bench and Penshoppe.

Garcia said that the four-storey SM City Cabanatuan will feature spaces for food court, fashion boutiques, cyberzone, shoe stores, bookstores, jewelry stores, novelty stores, cinemas among others.

But SM Cabanatuan City, she said, will have the look of their “best and latest designs,” which are found only in few of their branches, particularly of having sky garden on its top floor which was first set up in North EDSA and in the recently opened SM City Lanang in Davao. “We are incorporating the latest features (in SM City Cabanatuan),” she said.

Eugene Mintu, assistant city administrator, assured the readiness of this city to accommodate the influx of people to be generated by the mall. “You can see the road networks that we constructed even before the mall is established,” he said.

SM Prime also owns a 25-hectare property in Cabanatuan’s Barangay Santa Arcadia.

Meanwhile, SM department store president Jorge Mendiola said they intend to hire at least 90 percent of their estimated 5,000 employees from the city locals. “Kung pwede nga ay 100 percent, basta qualified,” he said.

Creating a new metropolis

The BCDA said the urbanization trend in the Philippines has been faster in the last 50 years. In 1960, only 8 million Filipinos lived in urban areas and the remaining 19 million lived in rural locations.

By 2000, the BCDA said the trend reversed with 39 million Filipinos living in cities and 37.5 million living in rural areas.

In 2010, the BCDA said 46% of Filipinos live in urban areas or some 46 million people. This means that roughly 1 out of 2 Fillipinos live in a city.

Urbanization in the Philippines is bound to continue. The BCDA said that by 2030, some 3 out of 4 Filipinos will be living in cities.

The BCDA said with this, there is a need to build another metropolis but not just another city but a sustainable one. The government has chosen to pattern the Clark Green City to South Korea's Songdo.

"Urbanization in this part of the Philippines is concentrated in the NCR, Rizal, Cavite, Laguna, and Bulacan," the BCDA said in a presentation. "There is a need to create a new metropolitan area."
Songdo is Korea's green or smart city which is located in Incheon near the airport. The city is similar to Global City in Fort Bonifacio but with more high-technology features.

The city boasts of sustainable high-rise buildings, its own water recycling facility, and a water catchment facility, among others. It also has an efficient garbage collection system which does not use garbage trucks to collect and dispose waste.

Balisacan said these are just some of the features that the Clark Green City will have. He said the proposed city will also have underground pipes and wires, similar to Global City.

"Most likely (it will be done via) PPP because the government has no money to do it," Balisacan said. "This will be a 50-year development, similar to Makati which was all grass in the 1960s. It will be developed gradually." - Rappler.com

First P2-billion hotel to rise in Clark

CLARK FREEPORT—A P2-billion hotel will rise here in 2014 and it’s touted to be the first of its kind in Central Luzon.

Owners of the Hotel Midori Clark, led by Taiwanese businessmen Jack Yam and Tony Wang, on Thursday led the groundbreaking ceremony for the five-star hotel, which will be built on a 2.5-hectare property on Kalayaan Street, Clark.

Bong Alvaro, a Filipino partner of the two Taiwanese businessmen, said they will have one extra hectare of land for the future expansion of the hotel, which is expected to hire 600 workers in its initial operation late next year. The construction already started last month, he said.

A group of Chinese investors is also reportedly part of the establishment of the Hotel Midori.

Sen. Aquilino Pimentel III, Clark Development Corp. (CDC) President and CEO Arthur Tugade, Mayors Marino Morales of Mabalacat City and Edgardo Pamintuan of Angeles City graced the groundbreaking ceremony. The hotel site is near Mimosa Leisure Estate and Fontana Leisure Parks.

In his speech, Pimentel welcomed the new investment in Clark and vowed to support the development of the Freeport in Pampanga.

Tugade, who assumed his post in December last year, described the hotel “as a shining moment for Clark.” He disclosed there will be more investors in Clark in the later part of the year.

Morales said, “it’s a welcome development for Clark and it will generate more jobs.”

The CDC said in its latest report that there at least 70,300 workers at Clark.

Pamintuan echoed the statements of Morales. “We must provide them with the jobs they need,” he said.

Residents of both cities dominate the total number workers at the freeport.

Alvaro said the first phase of the hotel’s construction would end within 13 to 15 months. But they would need another five months for the second phase of Hotel Midori, he added.

The 4,500-hectare freeport has close to 600 locators, as of latest data from the CDC.

Clark International Airport Expansion

The National Government is set to start the P360-million expansion project of the Clark International Airport (CIA) next month, the state-run Clark International Airport Corporation (CIAC) said Tuesday.

The expansion project is seen to increase the passenger capacity of the international airport from 2.5 million yearly to 4 million yearly.

CIAC President Jose Victor Luciano said the CIA expansion is being rushed to a September deadline in time for the maiden flight of first-class carrier Emirates Airlines beginning October 1, this year.

Luciano said the expansion project will also provide for bigger check-in counters and entrance for at least 36 counters.

SM Hotels and Conventions Corp., a unit of conglomerate SM Investments Corp., said Tuesday it will build a new hotel under the brand Park Inn by Radisson in Clark Freeport, Pampanga.

Sy said the company was finalizing the details of the new hotel, which would be branded Park Inn by Radisson.

Park Inn by Radisson is Carlson Rezidor Hotel Group’s full-service mid-market global brand with 126 hotels throughout the world and 53 hotels under development.

In a report, CBRE noted that infrastructure developments such as the North Luzon Expressway, Subic-Clark-Tarlac Expressway, Clark International Airport, as well as the Global Gateway Logistics City and a South Korean firm's leisure tourism estate in Clark, have helped boost the region's growth in recent years.

Central Luzon is the third largest contributor to the national economy with a 9.1% share of GDP in 2010. In 2011, the region posted the highest GDP growth in the country with 11.9%, even higher than NCR and Calabarzon.

Clark and Subic Freeport Zones have also continued to attract investors, thanks mainly to the fiscal and non-fiscal incentives offered to manufacturing locators. Subic has also attracted tourists, with its leisure tourism developments.

Many leading property developers have also entered the Central Luzon area, with Robinsons Land opening a Go-Hotel branch in Clark and Megaworld reportedly developing a 550-hectare property in Clark into a mixed-use complex.

"With all these infrastructure developments and promising macroeconomic indicators underway, the North Luzon Urban Beltway is poised to be the next major destination of the country," CBRE said.
