PCB, CDA sign MoU to construct cricket stadium in capital


A Memorandum of Understanding (MoU) was signed between Capital Development Authority (CDA) and Pakistan Cricket Board (PCB) to construct an international standard 50,000 sitting capacity cricket stadium in the capital city. The PCB and CDA had reached an agreement in this regard and CDA had provided 35 acres piece of land unconditionally to the cricket board. PCB chairman Chaudhry Zaka Ashraf promised to construct a state of the art stadium in capital in one-year time which would be the biggest stadium in country.


An MOU signing ceremony was held in Islamabad on Monday in which PCB chief Zaka, PCB COO Subhan Ahmed, Governing Body member Shakil Sheikh, CDA chairman Farkhand Iqbal, Islamabad Task Force chairman Faisal Saki Butt and other high officials were present. Talking to media persons after the ceremony, PCB chairman said: “There was an urgent need of constructing an international standard cricket ground in the federal capital since long and the proposed plan was in doldrums for the last four years. President Asif Ali Zardari, who is also the Patron-in-Chief of PCB, played a key role in resolving the issue and we are really grateful to him for showing personal interest and finally allotting us a piece of land in capital.”


Zaka said the stadium would be constructed in one-year time frame, and with the income from international matches and sponsorships, 30 percent would be given to CDA while the remaining 70 percent would go to the PCB account. “All the expenses of constructing the stadium would be bored by the board getting land for construction of two international grounds in only six months time is by all means a great achievement of the board. A cricket academy will also be inaugurated in capital where boys from Khyber Pakhtunkhwa, Fata, AJK and Islamabad will get a lot benefit.”


Commenting on Bangladesh teams’ refusal to tour Pakistan, he said all the arrangements were made in this regard but it was a big setback. “It is now past, we are in talks with other international teams in this regard and during the recent ICC meeting, India showed sign of improvement as far as revival of Pak-India cricket ties are concerned. We will not disclose the names of countries at this stage as the hidden hands that sabotage the Bangladesh team tour will once again ruin our plans but we would disclose the facts at suitable time.”



Talking to the media, Farkhand and Faisal said: “The stadium will add to the beauty of the capital and the residents will be provided excellent facilities to witness their heroes performing in front of them. The new stadium will be a milestone for the promotion of cricket and we will make Islamabad a hub of sporting activities and allocate lands to different federations in this regard as well.”

Land for cricket stadium

ISLAMABAD: The Capital Development Authority (CDA) on Monday handed over the possession of the 35 acres of land to Pakistan Cricket Board (PCB) for construction of the “International Cricket Stadium” in Islamabad. On the direction of President Asif Ali Zardari, the stadium will be completed within a year. CDA Chairman Engineer Farkhand Iqbal, accompanied by the PCB officials, visited the site of the cricket stadium. He latter told the media that the stadium would be a great opportunity for the youth of the federal capital to show their skills in the field of cricket. He said that cricket would get more promotion in this part of the country and would be a great source of recreational and entertainment facilities. He said that Zardari’s efforts for the promotion of games is a clear message of peace to the world. Iqbal said the CDA would get 30 percent of share from the cricket stadium. The PCB officials thanked the CDA for handing over the possession of the land. Member (Environment) Mian Waheedud Din, Member (Planning and Design) Aziz Qureshi and Director General Planning Ghulam Sarwar Sindhu and other officers of the formations concerned were also present on the occasion. staff report.

CDA hands over 35 acres land to PCB for cricket ground

The Capital Development Authority (CDA) is taking steps to create recreational facilities in the federal capital to provide opportunities for healthy activities to the people, particularly the youth, said Engineer Farkhand Iqbal, Chairman, CDA. Farkhand said that CDA has handed over 35 acres of land to Pakistan Cricket Board (PCB) for the construction of first international standard cricket stadium.

“Islamabad is one of the beautiful cities in the world and all out efforts would be made for providing international standard sports facilities. Youth is the real asset of a society and sports activities would keep them away from all kinds of negative activities, he added.

He said that completion of the project of cricket ground would provide extra opportunities to youth of Rawalpindi and Islamabad to show their talent.

The twenty fourth meeting of PCB Governing Board was held on 23rd October 2012 at Abbottabad under the Chairmanship of Ch. M. Zaka Ashraf with M/s. Aamir Nawab, Shakil Sheikh, Ch. M. Anwar, Intikhab Alam, Javed Miandad and Subhan Ahmad (COO) were in attendance.

Before the meeting, Chairman PCB and the members of BOG visited Abbottabad Stadium where they received a briefing on the status and requirements of the stadium.
Later in the board meeting following decisions were taken:

1. Appreciating the Abbottabad’s point of view, a budget of Rs.12.5 millions was approved by the Board of Governors for the upgradation and development work in the stadium. It was decided that besides other areas, a boundary wall will be constructed around the stadium and green slopes will be built to facilitate the spectators.

2. The Board of Governors received an update on the cricket stadium being built in Islamabad. This stadium, when complete, with a capacity of 50,000, will be the largest cricket stadium in Pakistan. For this purpose the PCB has already taken over a piece of land measuring 35 acres in Islamabad. The board unanimously decided to name the stadium after Mohtarma Shaheed Benazir Bhutto.

3. The BOG received a presentation on the planned Twenty20 Pakistan Premier League. The board was updated on the progress thus far and a roadmap was shared with them. The board appreciated it as a positive initiative for the revival of international cricket in Pakistan.

4. To ensure best security protocols for the international teams, the BOG unanimously approved the purchase of bullet proof buses. The members noted that the step would enable the PCB to achieve higher security measures for the teams visiting Pakistan in future.

5. The Board endorsed the decision to use Kookaburra balls in PCB domestic tournaments, terming it a positive step for the improvement of domestic cricket in Pakistan. The BOG observed that PCB is concentrating on development of domestic cricket and lauded the efforts of Chairman PCB in this regard.

6. Since the last BOG meeting a number of resolutions had been passed by circulation. All of these resolutions were tabled and ratified by the board.

it's not about it having a separate thread or not, more if it should be, proposed or U/C. in the article above it says, " A stadium is also beeing constructed in Islamabad along with a shopping arena. Alot of people have been hired at the facility already...."

I think there will be no activity on this project until a new govt takes over. If (Khuda nakawsta) PPP wins they might proceed further giving it BBs name and keeping Zaka Ashraf as PCB cheif, If PTI wins then Imran Khan may could proceed after a year or two and.....if PML (N) then I don't think so unless he changes its location because NS will not like to give a credit to PPP.

Rs300m added to PCB coffers, says Zaka

Apr 20, 2013LAHORE: Money to the tune of Rs300 million has been added to the Pakistan Cricket Board (PCB) kitty during the tenure of chairman Zaka Ashraf.

This was stated by Zaka at an in-house function held here at the National Cricket Academy (NCA) on Thursday.

The PCB chief also announced one-month salary as ex gratia for the entire PCB staff — in recognition of their hard work.

“The PCB chairman told the meeting that owing to overall improvement in discipline, hard work, commitment and motivation the Board now has Rs300 million more in its coffers than what it had at the time he [Zaka] took over,” a PCB press release stated.

When Ijaz butt, the preceding PCB chairman left, he had issued a statement about the PCB’s financial improvement, in which he claimed that the Board had Rs5 billion in its accounts. Ijaz has also claimed that another gigantic amount of Rs6 billion would be added into the PCB fund by the end of the year 2012.

Earlier in 2008, When Ijaz took charge he had claimed that the PCB had just Rs1 billion in its accounts, with Rs900 million as liabilities.

However, if Ijaz’s claim of adding of Rs6 billion into the PCB pool of funds in 2012 is considered true then the declared increase of Rs300 million (during Zaka’s chairmanship) seems just peanuts.

“The PCB is a more efficient, better motivated and hardworking organisation and as a consequence, there is visible all-round improvement in the performance of the Board,” said the PCB chairman.

All PCB staff including the directors, general managers, managers, marketing, accounts, media and security personnel, curators, groundsmen, electricians and tea boys, all were present in the meeting in which all the directors, the chief operating officer and the chairman shared their views on the performance of the Board.

“Basically, the meeting was meant to recognise the services of its lower grade employees, through a cash incentive given by the PCB [as ex gratia], who had played such a great role in the success of the recent Faysal Bank Super Eight Twenty20 event,” the press release further stated.

Narrating Zaka’s success as PCB chairman, chief operating officer Subhan Ahmed said: “There have been other important happenings too: the [limited-overs] series with India was revived; Benazir Shaheed women’s national tournament was launched; the land for Islamabad Stadium acquired and the Garhi Khuda Bakhsh Stadium inaugurated; and the British Universities and Afghanistan teams toured Pakistan.

“Above all, due to the improved financial control and financial management, the PCB has been able to show Rs300 million more in the kitty.”

It may be mentioned that the financial benefit of reviving the series against India went to the neighbouring country.

Needless to say that just as the Pakistan team after completing their limited-overs series tour to India earlier this year were on their way back home, the BCCI declined to send its team to Pakistan to revive the series on reciprocal basis.

Moreover looking at the wider picture, the efforts of the PCB chairman to restore international cricket in Pakistan — a huge challenge for the PCB since the horrifying terror attack on Sri Lankan cricketers in Lahore in March 2009 — also failed to bear any fruit.

Meanwhile, Zakir Khan, director domestic cricket and Intikhab Alam, director international cricket, also expressed their views on Pakistan’s progress in its domestic circuit and international cricket during the era of present PCB management.
