I agree. Given the government quarter stays put, which is the only thing having been signalled, I´d prefer the completed Henrik Bull building a thousand times over the present prime-minister-tower.

The red line in the middle of the following picture is the east-west barrier I talked about, caused by the presence of the governmental quarter.



The barrier hasn´t been absolute. Pedestrians have been able to cross it, but going through the no-mans-land of the governmental quarter. There is thus a "gap" in terms of the commercial city center.

I would thus primarily favour a solution where the goivernmental functions were moved out of the innermost city center.

Without digressing into a political argument, I think it does the commercial city center good not to have the country´s political leaders sitting on top of people´s heads, so to speak.

If Oslo isn´t seeing itself big enough to free up such a central space for city development, that will also be the impression people have of her for at least the next century.

That suggestion is easy for me to throw up, but one needs alternative plots. I wouldn´t like the governmental quarter to lie in some suburb, but contribute to defining the city proper.

Having that in mind, the options ARE limited, which makes it understandable that many think it better to leave everything where it is.

I have tried to come onto some ideas. I think the most expendable parts of the city proper are old garden cities. They may be build somewhere else. Sometimes, a park in the outskirts of the city proper may also be replaced.

In the below map, I have made a rather radical suggestion. The orange area is one location the governmental quarter could be build as extentions of the city proper, without tearing down city quarters. Blue is the governmental quarter today and as proposed for the future.



The suggestion, if an actual proposal, would be controversial for several reasons. First, the NIMBY factor would probably kill it, as it lies next to a residential area. Second, the surroundings would be underwhelming, for those who think civic functions should have show-places in or adjacent to the innermost city core. I actually agree conditionally with the second point.

On the other hand, security tasks would be eased, the northern part of the city proper would be stimulated to grow. The present solution is allready underwhelming and by moving it you´d free up valuable space for development of the city center.

Apartment development at edge of Rodeløkka. Rodeløkka is one of a number of enclaves with old, formerly unregulated wooden towns that used to be suburbs of Oslo before the city grew to surround it.

Another small infill was also under construction at Rodeløkka. I have not been able to find any illustrations of how this is supposed to look like.

The reconstruction of Nedre Foss Gård from 1802 is currently underway. The building was ruined by a fire in 2015.

I also went past the Chokoladefabrikken development today. This have actually been completed for some time, but I only posted the initial project in this thread and never any follow up on it. So this is how it turned out.
