Actually this architecture is called 'Socialist realism', in Poland we call It Socrealism.

But in Poland (and most of the former Eastern Block) this style ended somewhere around 1956 while this Caucescu's palace is from the '80 which would make it a neo-socrealist building or just historicism. It's hard to classify.

The Palace of the Parliament in Bucharest was built in eclectic style with elements of the traditional Romanian architecture, predominantly brâncovenesc style, some of Romanian folk art decorations (rosette, sun motifs specific encrustation wood) and influences of the Renaissance and German baroque. It has absolutely nothing Stalinist. Luckily in Romania there are so many stalinist buildings that you can count them on one hand, and The House of the Free Press is one of them.
