The Bandar Malaysia development, which covers 196 hectares, is expected to rejuvenate and regenerate the old Sungai Besi airport area into a new vibrant landmark within the Greater Kuala Lumpur, and will significantly transform Kuala Lumpur as a top global city.

The competition organised by the Malaysian Institute of Planners (MIP) on behalf of 1Malaysia Development Bhd (1MDB), the Master Developer of Bandar Malaysia, began on Oct 15, 2011. The second stage concluded on March 16. Stage three kicked off on May 15, and submissions of the concept master plan will be due July 13, 2012, with MIP announcing the winner in late August.

According to MIP president Prof Datuk Dr Alias Abdullah, the participants made up of international and local master plan designers and architects really stepped up their game in stage two of the competition.

"After much deliberation, the jury decided on a shortlist of six finalists instead of five as originally planned. This is due to the varied and interesting ideas that were developed," he said.

He added, "The extended deliberation has resulted in a slight delay in the competition schedule, but the extra time is worth it as we want to ensure only the best talents get to design Bandar Malaysia."

The judging panel for stage three will comprise representatives from MIP, Kuala Lumpur City Hall, Malaysian Institute of Architects, Institute of Engineers Malaysia, Institute of Landscape Architects Malaysia and Royal Institution of Surveyors Malaysia as well as international experts in urban planning and design.

Datuk Azmar Talib — CEO of 1MDB Real Estate Sdn Bhd (1MDB RE), a wholly-owned subsidiary of 1MDB — said that the shortlisted finalists have proven that they're passionate about designing Bandar Malaysia envisioned as a sustainable and liveable city that will set the benchmark in the region.

"We look forward to seeing the concept master plan proposals that will define the desired and optimum standard of city-living, custom fit for Malaysians from all walks of life to live, work, play and learn.”

Bandar Malaysia is set to have the most innovative solutions for liveability in a new eco-system of harmony between people, buildings, traffic and nature. The mixed development will have a clear focus on culture and arts and will become an international destination for cultural facilities and public venues, a range of commercial and lifestyle offers and exemplary residential areas.

According to IMDB, the relocation involves units of the Royal Malaysian Air Force (RMAF), Royal Artillery Regiment (31 RAD) and the air wing of the Royal Malaysian Police (RMP) from the old Sungai Besi airport.

1MDB Real Estate Sdn Bhd chief executive officer Datuk Azmar Talib said local contractors will have the opportunity to take part in the development of the relocation sites.

"The new facilities are scheduled for completion by September 2016," he said.

Azmar said construction work on Bandar Malaysia, a strategic development project led by 1MDB as the master developer, can only start after the new facilities are developed and relocation completed.

"However, several preliminary works have started, including the Bandar Malaysia international master plan design competition which is almost concluded. 1MDB will announce the winner soon,"
Azmar said in a statement yesterday.

Bandar Malaysia will promote liveability and sustainability as key development components and will set the tone for future cities, he said.

It will be a mixed-use development that embodies good transit-oriented design principles, promotes community vibrancy and provides public spaces as well as amenities.

"With the transformation, the old Sungai Besi airport will be a game-changer for the third time, catalysing new growth," he said.

Azmar also said that as an agency under the Ministry of Defence, LTAT will ensure that the relocation process will not jeopardise national security.

"They also best understand the needs of the force's personnel and therefore, will be able to ensure that the staff's welfare and their families are taken care of," he added.

PPHM is the turnkey contractor which will design and build installations at the eight locations including three new sites - RMAF base in Sendayan, Negri Sembilan, 31 RAD base in Kajang, Selangor, and RMP air wing base in Subang. The rest are in Subang, Kuantan, Pahang, Butterworth, Gong Kedak and Ipoh.

1MDB recently bought land in Sendayan for the RMAF base and in Subang for the RMP air wing base.

"The strategic development company will also be contributing funds towards the improvement and upgrading of specialised equipment as part of the relocation exercise," 1MDB said.

Last summer Broadway Malyan unveiled plans to build Convida Suape, a new city for 100,000 inhabitants in the north east of Brazil. We also previously reported on the firm's renovation of Rossio railway station in Lisbon, Portugal.

KUALA LUMPUR: 1Malaysia Development Bhd (1MDB) plans to raise about RM3.2 billion (US$1 billion) through a public listing of its power assets next year, Dow Jones Newswires reported.

The funds raised through the share sale will help pay off some of the debts of the Malaysian investment company, according to the news wire.

1MDB, a fund started by the government with a capitalisation of RM5 billion, had gone on a buying spree of power generation assets last year.

In May 2012, it acquired the power generation assets of Tanjong plc in a transaction valued at RM8.5 billion. The acquisition was financed by a RM6.17 billion term loan guaranteed by 1MDB and a US$1.75 billion 10-year paper issued by 1MDB Energy Ltd.

The papers issued by 1MDB Energy came with a corporate guarantee from 1MDB and United Arab Emirates-based International Petroleum Investment Co PJSC.

In October 2012, 1MDB through a subsidiary acquired Mastika Lagenda Sdn Bhd, which holds the power generation assets of the Genting group for RM2.38 billion.

The acquisition was funded by a RM700 million term loan guaranteed by 1MDB and issuance of US$1.75 billion 10-year notes.

In addition to the two power generation assets, 1MDB is also bidding to build new power plants in the peninsular.

Recently, the Energy Commission short-listed bidders for the construction of two power plants with different time lines.

One power plant of 1,000mw capacity is to be completed on a fast track basis and ready before 2017. The other is a 2,000mw coal-fired power plant that can be completed a year later. 1MDB has been short-listed for both segments of the competitive tender.

1MDB is a strategic investment company focused on spurring development in key economic sectors.

Apart from power plants, 1MDB is also into property development of prime land belonging to the federal government.

It is developing a 70-acre (28.3ha) parcel of land along Jalan Tun Razak into a financial centre.

The development, called the Tun Razak Exchange, is estimated to generate a gross development value of RM26 billion.


The other major property development project under 1MDB is the development of the Sungai Besi air force base into a major housing and commercial centre.


The master plan for the 484-acre site is already being firmed up and work is expected to start after relocation works for the existing air force, army and police units at the base.

Last year, Malaysia was among the countries with the largest number of high profile public listings.

The IPO market has slowed down since early this year due to the most keenly contested general election that was held on May 5.

Now, the IPO market is beginning to pick up pace with several large listings being planned.

The latest is the listing of budget long-haul carrier AirAsia X.

1MDB (1Malaysia Development Berhad) has appointed Broadway Malyan to lead a global design and engineering team on the creation of a game-changing masterplan for Bandar Malaysia, Malaysia. Selected from a total of six finalists, the concept proposals perfectly capture the essence of 1MBD’s vision and commitment for a mixed-use development that will help transform Kuala Lumpur into one of the world’s best global cities.

The strategic real estate development project aims to combine a vibrant mixed-use community with a commercial district to foster creativity and innovation. It will be an international destination for culture and the arts, showcasing Malaysia’s diverse culture. Bandar Malaysia will be an inclusive, public transit-oriented city that is designed as a walkable community through a series of safe, secure and pleasant pedestrian and cycling networks, set against a backdrop of well-articulated open spaces and greenery. As part of 1MDB’s commitment towards providing affordable housing, Bandar Malaysia aims to be the benchmark for sustainable and affordable urban housing within Malaysia.
