Everyone in Mangaluru (& India) are after lame excuses. If we ask a two wheeler the reason for driving on footpath he will show autorikshas running on footpath. If you ask car owners for parking on footpath he will show autorikshas parked on footpath. It is like that.

Testing skills on an uneven track

However, this was not the case with many, including Manoj K., who were driving on the track for the first time. “This is the first time I drove on this track. It is tough. I drove on first gear and avoided changing gears fearing breakdown on this terrain.”

Ms. Latika and Mr. Manoj were among the 200-odd motorists attending the driving test at the Driving Testing Yard in Vamanjoor. Only a few motorists managed to drive safely while a majority had problems on the uneven terrain.

It is nearly three years since the Regional Transport Office, Mangalore, had been using this two-acre yard to conduct tests for those seeking license to drive two-wheelers, cars, and buses. On an average, 100 people took tests everyday in this yard. While a longer track in the yard is used for testing car driving skills, a small track is used for testing skills of a two-wheeler rider. Earlier, these tests were held near A.B. Shetty Circle.

Motorists had been finding it hard to drive through these tracks. The problem is more so while passing through the uneven surface at places where motorists take a turn. On Wednesday, many two-wheeler riders were finding it difficult to ride on the eight-shape and were forced to balance using their legs. “Some riders lost balance and were hurt,” said Lateef K., who had come for the second time.

There were problems for car drivers. “I had problems in changing the gear and the car stopped.

I do not know how the officer (motor vehicle inspector) will look at my driving today,” said Srikant Nayak, who had come for the test after training himself in the driving school for 20 days. Motorists expressed displeasure over the use of stones to demarcate the driving track.

C. Malllikarjuna, Regional Transport Officer, Mangalore, said that a lot of effort was put in to lay the driving track in the rocky area provided in Vamajoor. “Motorists taking tests for the first time have problems, while experienced ones drive easily on these tracks.”

Mr. Mallikarjuna said the department was looking for land to have a standard driving track.

This land would be used for testing fitness of vehicles, which was done with difficulty on the premises of the Regional Transport Office, he said.

All these tests are fine. Here is advice for some more compulsory tests.

There is a marked zebra crossing now adjacent to Town Hall to cross road towards railway station road. I was disgusted to see a car drivier honking on a pedestrian halfway on zebra crossing without reducing speed and the pedestrian had to run away from road although he had first priority on zebra crossing. Another incident where a lady was crossing a small street along with her child and child fell down all of a sudden. An autoriksha driver about 10 meters away started honking on them without reducing speed and the lady had to drag the child across street.

Why these RTO officials does not test intuitive ability of drivers to apply break and reduce speed in such situations?

Along with this the drivers should be made aware of the fact that in roads were footpath is not there priority will be for pedestrianbs to walk. National guidelines mandates footpath of width 3 feet minimum everywhere and if a road does not have footpath then naturally road itself will be a footpath.

Fight for image makeover makes beach safer

It's simple and yet, effective. But most of all, it saves lives while creating livelihoods. Panambur beach saw around 119 people losing their lives in the 13-year period between 1995 and mid-2008. Yet, post June-2008, just three people, the last being in October 2009, had drowned in the swirling waters on the beach.

The stark difference was the transformation of the beach – from a dirty, free-for-all beach to a controlled atmosphere where activities of beachgoers in the rough waters are monitored by lifeguards.

The introduction of lifeguards, who are from the local fishing community, was the brain child of Yatish Baikampady, who is the Chief Executing Officer of the Panambur Beach Tourism Development Project.

“While developing the beach, we realised that there were a lot of drowning deaths. And to change the image of the beach as being unsafe, lifeguards had to be employed,” he said. The local fishing community were got in by “glamourising” the job and elaborating on the differences between lifeguard and watchman was spelled out, said Mr. Baikampady.

The idea resulted in incorporating traditional knowledge with modern rescue tools. Around 2010, local fishermen, who had been rescuing using their inherited knowledge of ocean terrain, were trained to use jet skis, life buoys, training in first aid.

A rescue operation is methodical and calculated, said Roshan Jairaj, a lifeguard. “When a person is seen drowning, two of us rush at them. Two more lifeguards follow with extra jackets or to take over in case the first two tire out. Meanwhile, the rest coordinate with transport and with first aid, so as to rush the rescued to a hospital,” he said.
Dangerous underside

Explaining the dangerous underside of the lapping waves, Sharath Bangera, a supervisor at the beach, said: “The water surface looks calm. But there are currents underneath, and the sea bed has deep pits. Even if the water comes to only knee-level, the currents may be enough to make a person lose his balance, and get dragged away by the currents.”

Apart from the rough seas, a difficult daily challenge they face is the people themselves. “While some cooperate when we tell them to come back, others, start fighting with us. They tell us that they have come from far just to swim, or that they can manage on their own,” said lifeguard Anish (24).

For the lifeguards, their duties extend beyond just rescuing drifters. They also ensure the beach remains family-friendly. “We have stopped men who come to the beach only to take videos of women bathing in the beach. We have, unfortunately, had many cases like this,” said 23-year-old Latish Kulal, a lifeguard there.

Though there is danger in their work, the reward lies in the gratitude of the rescued, said the lifeguards. In a written note, P. Malleshwara and P. Parath, two students from Coimbatore who were caught in the currents in September 2009, said: “The life guards saved my life. I will forget never this.”

I think they are going to soon start construction of a boarding yard for sea planes. My question is which could be the ideal location for it? Old port or some where near estuary? Tanneerbavi or Panambur beach? The boarding yard along beach could be some floating wooden yard like the one shown in last picture. Or else the seaplane should have ability to taxi into sand shore. (some more google search is needed.) The plane has to taxi before taking off or after landing either to seashore or to ground through backwater.

The picture below shows boarding seaplane may be using boats.

Here in India no respect for pedestrians. when I stop my car for pedestrian crossing I can hear a lots horns from behind. Motorists don't even respect a senior citizens and mother with children. Arabs are much better than Indians in these cases. They stop their vehicles whenever some one cross the roads. Same Indian when he goes to other countries he strictly follows the rules and regulations but in India no way.

And I saw in gulf countries many truck and bus drivers are ( some of the experienced Indian drivers) unable to get the license in 1 st test. They have to give few testes. The reason is they don't follow the basic rules like seeing mirror, signals etc

absolutely right. basic problem is traffic education. has to start from first standard.there is ignorance,attitude problems .there is so much respect for human life in other countries. not sure why it is not the case in India. too much population?

Property mapping begins in M’lore

Survey, Settlement and Land Records Department Commissioner V Ponnuraj said that Urban Property Ownership Record (UPOR) scheme has been started in Mangalore, wherein unique legal property ownership identity cards or PR card will be issued to property owners after the survey and documentation.

Speaking to presspersons here on Saturday, he said that the survey in Mangalore will be carried out by the M/S Infotech Enterprises Ltd, Hyderabad. After measuring and mapping of all the properties, a spatial and non spatial database will be created and the ownership of the property is decided by the Enquiry Officers of the Department of Survey, Settlement and Land Records.

Described as the first such initiative in the country and a major step in the digitalisation of urban property records, he said all transactions related to urban property will be linked to the UPOR in future. The project aimed at creating an accurate and authentic record comprising all details pertaining to the property, and will curtail land encroachment and fraudulent transactions of properties.

The UPOR project has been taken up in other cities including Bangalore, Hubli-Dharwad, Bellary, Shimoga and Gulbarga.

Under the scheme in Mangalore, as many as 32 villages are covered comprising of about two lakh properties. Out of this, for 1,250 properties, measurement and mapping has been completed.

Documents of ownership have been collected from the citizens. Comprehensive database will be created by incorporating the khata details, MUDA allotment details, and alienation and government land details.

About 10 teams have been constituted to carry out the work on survey. After the monsoon, the team will be increased to 20.

The UPOR will also reduce the chance of fraudulent sale of land and connectivity to judiciary would ensure that resolution of litigations would be expedited. The other benefits of the system included a clear demarcation of government land and any encroachment of the same would be clearly indicated.

The UPOR will have the map of the property, its GPS coordinates, history of previous ownership, mutation of property records in case of sale/partition among others. In urban areas, unlike in rural, clear ownership data and titles are not available.

The UPOR will serve as legal ownership documents for urban properties.
The card would be required for all land-related transactions in the future. The UPOR would make mutations to property records automatic. For converted land, issuances of RTCs will be stopped in the future, he said.

As RTC can not handle vertical growth as it is only for the land and not multiple properties on land, he said the PR card will be given to the owners of each flat. The PR card will also be beneficial for the bankers to get details of existing mortgages, details of disputes in court, and also can do away with seeking legal opinion. After the property card is issued, it is intended to issue GO, making property card mandatory for all registrations, land related transactions such as home loans.

Deputy Speaker N Yogish Bhat, Deputy Commissioner Dr N S Channappa Gowda were present.

The required documents

All the urban property owners in Mangalore should give a copy of sale deed, tax receipt, EC, Municipal khata, site allotment letter, pocession certificate, layout map to the Urban property survey office, at first floor, Old Taluk office, Hampankatta. Before visiting the houses or properties, a notice will be issued to the owners intimating the visit of the officials to measure the land.
Another office will be set up in Mangalore City Corporation limits. Depending on the response of the people, few more centres will be opened.

‘Bhoomi, Kaveri to be linked to UPOR’

Bhoomi and Kaveri software integration has been done, hence once Registration is done, entry of name in the RTC is automatic. Similarly, for Urban properties also UPOR and Kaveri will be linked. Any registration of urban will result in automatic entry in Khatha Register (UPOR). There is no need for the property owners to run to Municipality to enter Khatha in register, informed a press release.

I don't know how much happy will be visnaya now. I am hoping that they are going to incorporate online appointments & online status tracking features also for property registration & transfer with all other types of automation. As most of the things are getting automated now the number of tables or shelves in the government offices with pernding applications may get reduced.

KAVERI (Karnataka Valuation and E-registration)

Read 'Business Process Re-Engineering (BPR) and Computerized process' on page 11. What we may need, just like applying for passport at passport seva kendras, is online appointments and online status tracking.

Proposed 'Citizen Care Center' (CCC) may become very helpful to even illiterates to find out requirements & tracking the status of application. (Illiterates & others who does not have computer & internet knowledge. And cybercafe is not good for commonmen as they loot people for online services.)

Apart from large population, I somehow believe it stems from our history as well. Vehicles (horse-driven carriages and then cars) where used by the upper class i.e. british, princely kings, aristocrats. So it was natural then that other people gave them the way. This must have carried on...where larger the vehicle ..more the attitude.

As you rightly said, basic traffic education should begin from school as a compulsory subject.

2 Basement + Ground floor & 17 Upper floors may mean totally 20 floors.

As such building is still U/C.


Even Brigade Pinnacle is

2 Basement Floors + Ground Floor & 18 Upper Floors will be 21 floors totally.

Total quantity of earth excavated is 1,25,000 cum and soil type is laterite. Hence, the entire excavated earth will be used for construction of compound wall.

The sub committee furnished the site inspection report and the same is placed as below:

It is a proposal for an integrated township project with residential and commercial units and associated amenities such as school, hospital, etc., with built up area of 15,74,000 m2 in a site area of 12,13,800 m2. The total investment is Rs. 2500 Crores. Water requirement is 8.0 MLD. Parking needs for residential + commercial + visitors is 17,222 cars + 47 buses and the area for green belt is 2,40,400 m2.

As per the communication from Secretary, SEAC (Letter no. SEIAA 239 CON 2008 dated 06.12.2010) the subcommittee visited the MEPL township site on 12th December 2010 at 9 am. The visiting team was accompanied by Mr. Dharmaraj, CEO, Mohitsham Estates Pvt. Ltd. from the proponent side along with the environmental consultant Dr. Shobha Kamath. They showed all the physiographic features of the site from elevated place to low level areas. They also showed the locations of the proposed residential and commercial buildings of the township.

It was found that the national highway (Mangalore-Bangalore) passes between the proposed MEPL township boundary and Netravathi River. Its boundary is about 150to 200 meters away from the river. Many residential and commercial buildings have come up on both side of the highway in the vicinity of the proposed township. A natural drain flows from the proposed township site towards the river.

Based on the observations it is felt necessary to obtain the following additional information from the proponents:

1. Netravathi river water quality near the proposed development site (including Dissolved Oxygen) from authorized/ certified laboratory.
2. Water balance for each STP, clearly indicating quantity of recycling of treated water and disposal of excess treated water especially during rainy season.
3. Location of proposed STPs and their interconnectivity to ensure treatment of sewage even if any STP fails by chance for some time
4. Drinking water source and mode of transmission to the residences in the elevated places since the ground level difference is nearly 100 m.
5. Plans to prevent/overcome water stagnation in the low lying area close to highway (which was observed during the visit) as the level difference between low lying area to the existing national highway is approximately 2 m.
6. With respect to groundwater quality, report has to be submitted from recognized/-authorized laboratory to find salinity intrusion from estuary.

The Committee decided to recommend the proposal to SEIAA for issue of environmental clearance after obtaining the above clarification from the proponent.
