This is just my speculation, but I have a feeling that ArtSwan falls victim of interference by the railway officials with little knowledge of good designs (c.f. Transport for London). Some of my criticisms of this map:
  • There is no need to duplicate out-of-station interchange (OSI) walking time in both Cyrillic and English letters. They really should choose 1 of 2, preferably English.
  • I know Sobyanin wants to promote "Hot Transfer" (Тепная пересадка) to the railway terminology so bad, but emphasizing this concept with 5 stroke lines encircling the original transfer icon like heat radiation is blatantly overdone. This gives the Hot Transfer undue weight over the classic metro-to-metro transfer when Hot Transfer (to my understanding) is still factually OSI.
  • The rail path/curve of Central Ring which uses a thick white line with red glowing stroke is counter-intuitive because hollow line especially with thick white hollow part is usually for denoting "route not in service". I understand ArtSwan has been using dotted stroke to denote "route not in service" for many years, the treatment still confuses unfamiliar passengers.

I think it's a good concept to illustrate on the map. Yes, you may have to leave the station, but you don't have to go outside. People should know this. Many U-Bahn - S-Bahn transfers in Berlin actually require going outside (I think at the zoo station especially).

Anyway, shouldn't that map show a cross-platform transfer at Petrovsko-Razumovskaya?

They'll need to decrease headways at some point, and maybe introduce a more metro-like fleet as the area urbanizes.

Baltiyskaya station + Metropolis mall where you can get to the platform without going outside. Destination signs are present.

Also, notice the depicted Lastochka train on one of the walls in the mall.

Planned in the distant future to run dual trains. The cars in the train cannot be added.

Haven't heard about it and there is no point in them. There are very large headways at the moment, so first what is planned is to reduce them to 3 min by 2020. This would require doubling rolling stock.
