Roughly 6000 apartments u/c in Helsinki city proper during 2015. That is, excluding the urban/metropolitan area.

Helsinki’s new city bike system will be in place after 1st of May. At first, there will be 50 city bike stations and 500 bikes serving the inner city, and the system will expand in 2017. The Helsinki city bikes can be recognized from their bright yellow colour.
“City bikes promote sustainable mobility in Helsinki,” says Ville Lehmuskoski, CEO of Helsinki City Transport (HKL). “According to the city’s strategy programme, Helsinki seeks to increase the combined share of walking, cycling and public transport by one percentage point per year. City bikes and public transport together are an attractive alternative to driving.”
The Helsinki city bike system is procured by HKL. The contract has been made for 10 years for a total value of 12 950 000 euros. The system is supplied by Moventia & Smoove. The bikes and bike stations are supplied by Smoove, and Moventia ensures that the stations are supplied with bikes at even rates and that the bikes remain in good condition. Clear Channel Finland organizes project promotion and partnerships as a Moventia & Smoove subcontractor. The city bike partner has been selected and will be announced in the near future.
City bikes will form a part of the overall public transport travel chain in Helsinki. The city bike stations, the availability of bikes and route information will be included in the revised Helsinki Region Transport (HSL) journey planner, which is optimized for mobile devices. The inclusion of city bikes in the public transport routing system is unique by worldwide standards.

The old Arabia factory in Helsinki will be converted and expanded into a whole new quarter for the city. The Arabia ceramics factory was at one point the largest in Europe. Arabia is still a legendary brand when it comes to kitchenware and tableware.

Dubbed Raide-Jokeri, the express railway will traverse the capital region from east to west and will replace the existing 550 bus service.
The plan calls for the cities to spend 275 million euros on the track infrastructure, with Helsinki footing 124 million euros of the bill, while Espoo will pay 67 million and the state will cover 30 million euros. The estimate includes the cost of constructing the tram line and modifications to road infrastructure in Helsinki and Espoo, but it does not include any other costs.
The entire project, including route mechanisms and new tram cars, is projected to cost a total of 459 million euros, of which the state will pay 84 million euros altogether. As a result Helsinki will contribute a total of 278 million euros and Espoo roughly 97 million.

Up to 90,000 daily users

Officials say they hope to begin construction of the express light rail line in 2017. The track will stretch for about 25 kilometres, 16 of which will be located in Helsinki and 9 in Espoo. The Raide-Jokeri will clock average speeds of 25 kilometres an hour; regular trams travel at up to 15 kilometres an hour.
The transverse rail connection will facilitate the development of new housing stock along the length of the line. City planners are already considering zoning plans to add more than 6,000 new homes in Helsinki and 4,000 in Espoo in the next few years.
Officials estimate that by the year 2025, the express line will serve some 88,000 commuters on weekdays. The current 550 bus line moves roughly 30,000 travellers daily.



Both city councils approved the plans this week.

When I first visited Helsinki in 1996 I was very surprised to find a very beautiful sophisticated city, I was expecting a lot of nice wooden buildings. What has happened there over the ensuing years, is remarkable, time for another visit.

BTW, I find this ranking of fastest growing cities in Europe, sorry, but didn't find many Scandinavian cities, maybe it's changed recently:
