Moscow has an outside shot, but it's hard when you're trying to close the gap with skylines that are also building a lot. Panama City gets overlooked because people prefer skylines with a good stock of office towers. Skylines that are almost all condo and/or architecturally pedestrian get downgraded. Panama City has scale, but needs work in those other areas.

FYI Shenzhen also has around 100 buildings U/C between 200m and 100m, 200+ if the further down the road projects are included. Dachong redevelopment alone has like 30 100+m residential towers added. Its not just massive height which is rising, but large amounts of fillers (ofcourse anything below a supertall is a filler in shenzhen)

Melbourne proposals are proof that creative design does not equate to tacky vulgarity. There's a tiring line of thought here in Toronto that buildings should be stripped of visual interest so as not to offend and that eye catching designs equate to gaudy. Toronto developers are slowly clueing in that building beauty doesn't have to cost a lot and that it gives them a competitive edge.
