That looks like one of the towers Adrian Smith designed before the crisis for another Dubai project.

Here's a better version

Dubai Multi Commodities Centre (DMCC) on Tuesday unveiled Burj 2020, a super-tall tower that could even go over 700 metres in height with the top two floors being observation deck.

“The demand that will be registering will dictate the exact height of the tower but at the highest it might go 700 plus. We are looking at a super tall tower and we are looking at having one of the world’s highest viewing decks which will offer 360 degree experience,” Ahmed Bin Sulayem, Executive Chairman, DMCC, said after launching the Burj 2020 District at Cityscape Global.

This is a mere concept design, I wouldn't be surprised if they change it again. That's disappointing though, because if that's the current state of the project, a completion in 2020 is basically impossible...

Nope that is the official design ... they got Adrian Smith and Gordon Gill to Cityscape to launch it officially. While this tower is what we will get the surrounding district looks like still in planning stage.

They can launch anything, if they say it's a concept that means it's the opposite of final. This thing has yet to go through structural planning, wind tunnel etc etc and if it turns out to be not economical feasible they will change it for sure.

Let us wait a bit ... it looks like they are not really sure if it will go higher than 700m!

Well it would be just sad if they didn't finish at least the exterior for this tower before the EXPO2020

Exactly. But think about it, if they are still in conceptual stage there are several months of planning ahead before they can start any construction work. If they start with the foundations in mid-2016 it will take at least a year to finish them and reach street level. Then there will be at least 3 years of vertical rising, and that's optimistic for a tower with a roof height of +/- 700 meters. At the time the tower tops out it would be mid/late-2020, and of course it would be nowhere near external completion.

Well, a tower under construction might send a decent message during the Expo nonetheless. "Come back for more Dubai in the future!"

We do know that Soil testing did happen already but what if they started with foundations around NYE. To be honest I really doubt they need months of planning cz they spent 2 years doing that (or so they say). 4 - 5 years of construction might be enough to just top the tower out and finish all external work for the EXPO. The whole subject is ridiculous, Meydan launched Dubai One like yesterday and it looks like they are more prepared to finish it before 2020 while this one was released ages ago but they look lost and unsure of it.

Seen from another angle (and some distance), the tower looks a lot better. This could easily become 720, maybe even 750 meters tall.

Youth Olympics Center in Nanjing was also not finished by the time the Olympics came up, it was topped out, but cladding wasn't even done externally, they still managed to light it up extremely beautiful and made it a hit at least in my opinion

I love this design it's great, however very unlikely that it will be complete in 2020 construction for a tower of that size will take at least 3 or 4 years and the whole projects will probably take over 5 years however in less than a decade Dubai will have a new jewel along with many others.
Smith and gill never disappoint.
