#Proposed | PARRAMATTA | Parramatta Square: Stages 1, 3, 4, 5 & 6 | 220m, 200m & 2 x 66m / commercial, retail, civic

Thought we should start a thread which brings together the remaining elements of Parramatta Square - the $A1.6 billion, 3 hectare urban renewal project at the heart of Parramatta.

Aspire aside, Parramatta Square is planned to provide 160,500 sq m of new commercial, retail and civic space. This equates to approximately 13,000 jobs. In terms of jobs, this makes Parramatta Square Sydney's second biggest urban rengeneration project behind only Barangaroo.

Council pushes ‘go-button’ on Parramatta Square

Cranes will soon be filling Parramatta's skyline with Parramatta City Council today announcing major progress on one of NSWs most significant urban renewal development projects, Parramatta Square.

At a Property Council of Australia breakfast in Sydney, the Lord Mayor of Parramatta, Cr John Chedid today announced Leighton Properties as the developer for the first stage of Parramatta Square: 169 Macquarie Street. He also launched two design competitions for the remaining Parramatta Square projects: the public domain, Stage Four, Stage Five and Stage Six.

The Lord Mayor also announced that Parramatta City Council is working with Alfasi Property Developments, as the developer of 153 Macquarie Street, to deliver Parramatta Square Stage Three.

Cr Chedid said today marked an important milestone for Parramatta.

"This $1.6 billion, three hectare, mixed-use development, will provide the foundation for growth in this City and create a future city based on good urban design, that is environmentally sustainable, has vast, vibrant, beautiful public spaces and an effective integrated public transport system, Cr Chedid said.

With Leighton Properties confirmed as developer for Stage One; 169 Macquarie Street, construction is expected to start this year and be completed by late 2015.

"Parramatta Square Stage One offers 14-storeys and 25,000 square meters of office space that can accommodate up to 2,000 workers. This will go some way towards meeting the current, strong demand from businesses keen to establish a foothold in one of the nations strongest performing CBDs," Cr Chedid said.

"When we took this opportunity to the leasing market, we received 100,000 square meters of firm interest; demonstrating just how constrained A-grade office space is in Parramatta. Our vacancy rate sits at 1.5%; well below the averages for North Sydney, the Sydney CBD and Australia.

Mr Mark Gray, Managing Director, Leighton Properties said, "We have a strong track record of developing leading commercial projects in Parramatta CBD that have been sought after by tenants and investors alike. This experience and capability, most recently evidenced in the Eclipse Tower at 60 Station Street, will be channeled in this latest opportunity at Parramatta Square. We are very pleased to be working with Council to deliver sustainable projects with high quality public amenity."

Cr Chedid said the remaining stages of Parramatta Square; Stage Four, Stage Five and Stage Six, will be the subjects of two design excellence competitions focussing on activating the public domain.

Stage Four and the Public Domain will form the brief for one design competition, with urban designers, architects, and landscape firms invited to consider the design of the retail and commercial buildings, within the context of the entire public domain of Parramatta Square.

A separate design excellence competition will be held for the remaining two stages, Five and Six, and will complete the designs for the suite of tall buildings to complement the Aspire Tower.

"The decision to launch these two design competitions will provide certainty for the remaining stages of Parramatta Square and ensure that we maintain the highest quality of design excellence for Parramatta," Cr Chedid said.

Designed by fjmt, Parramatta Square Stage Three is a mixed-use development incorporating contemporary commercial office space, ground floor retail, major civic facilities and significant public space for Parramatta.

The proposal consists of two main components, a 15-level, A grade commercial tower to be developed by Alfasi Property Developments and separate podium building to be developed by Parramatta City Council for its new civic building, community centre and library.

"We're very excited about this development sitting within the Parramatta Square urban renewal project. We're looking forward to the DA lodgement at the end of this month and expect to start construction early next year. We're confident we will be able to deliver these facilities to the Parramatta community by late 2015," Cr Chedid said.

Mr Alfasi from Alfasi Property Developments said, "We are delighted to work with Parramatta City Council to deliver this new generation of buildings that combine 21st century technology with a 5 Star Greenstar and 5 Star NABERS rating. The Stage Three development provides key intergration elements of the public realm with the built form and also an excellent basis for the creation of stimulating work environments and a sense of place to inspire."

Parramatta Square has registered to achieve a rating under the Green Star - Communities PILOT rating tool; one of the worlds first independent, transparent, national schemes to assess and certify the sustainability of community projects.

Were targeting 5 Green Star ratings for all six stages of the project, Cr Chedid said.

Romilly Madew, Chief Executive Officer, Green Building Council of Australia said, "We applaud Parramatta City Councils leadership and are very excited to be working with the Council to realise its vision for a community that meets world-leading social, economic and environmental benchmarks."

"Green Star ratings will give residents, businesses, investors and Parramatta City Council independent proof that Parramatta Square delivers environmental, economic and social sustainability not just now, but for decades to come," Mr Madew said.

PARRAMATTA SQUARE: SUMMARY

STAGE ONE: 169 Macquarie Street, Parramatta

Commercial, 24,500 sqm 5 Green Star office tower designed by Architectus and to be developed by Leighton. Construction completion anticipated late 2015.

90-storey Grimshaw designed 5 Green Star mixed-use tower of 700 apartments, 150-key hotel, ground level retail, a skydeck and experience centre. Planning approval anticipated and Expression of Interest for developers anticipated late 2013.

STAGE THREE: 153 Macquarie Street, Parramatta

Commercial and community facilities, 22,000 sqm 5 Green Star office tower, 7,000 sqm of 5 Green Star public facilities including civic building, community centre and library opening out onto the public domain. Planning approval anticipated late 2013 and construction start anticipated early 2014.

STAGE FOUR:

5,000 sqm 5 Green Star mixed-use retail and commercial building central to the Parramatta Square Public Domain. Subject of design competition.

How tall are the stage 5 & 6 office towers? They seem too short and don't balance the 300m tower.

The Parramatta LEP permits buildings up to 200m in height where the commercial towers (and Aspire) are. PCC wants 100,000 sq m of commercial space in the twin commercial towers.

So basically it is up to the future developer and council. The future developer of Aspire would probably want them to be as short as possible to maximise eastern views from the residential tower. However the commercial developer would want to be able to fulfill their 100,000 sq m quota.

I've noticed too with the envelopes for the tall office towers that they slope upwards with the upper floors.

A good start too because the civic facilities currently occupy other parts of the site which will be needed later and the need for new facilities as well.

It does send the message that the redevelopment is underway once its under construction and that change is in the air.

Today we lodged the Development Applicaiton for Stage 3 of Parramatta Square.

Located at 153 Macquarie Street, it will include new office and community facilities including Council's new library, community meeting rooms and Council chambers.

Construction is to commence in early 2014.

The original DA was rejected because of insufficient documentation, so they had to lodge a new one


Stage 3 Of parra square - DA/560/2013

The DA seeks approval for the following:

 Staged demolition of all structures within the site, including the existing
Australia Post building, all ancillary structures and part of Parramatta Council
Library;

 Construction of a 16 storey (plus plant) A Grade commercial building and
ground level retail uses, an attached atrium and four storey (plus plant) Civic
building;

 Excavation for three basement levels including a public library, car parking, dive
structure for vehicular access and loading dock facilities;

 Overall gross floor area of 29,568m2


Basement levels
The basement levels of the development are split between car parking and loading facilities and a two level public library.

Commercial
Levels 1 to 8 of the main tower building will be commercial office space which is
anticipated to be tenanted primarily by Parramatta City Council.

Levels 10- 15 will be office space with access from a separate lobby from the low rise on
Macquarie Street.

height - 65.66m (from finished ground level to top of plant)

60.6 metres (from finished ground level to top habitable floor)
