No, it's not. It's a concept design the consortium made up to win the bid to this project. According to news reports, an international bid will begin for a new acutal design. The proposed name, "Seoulite", will also be changed to better "resemble" Seoul.

taller than Pingan finance centre, 100m taller than SWFC and taipei 101... WOOW.

the spire is like 100m right? roof must be near 600m, and looks like the width of base of the tower is same as the width of the roof area. Should look pretty tall.

Although I'll be surprised to see this go on without any trouble. Korean economy is rock bottom at the moment...
