So this project is on "fast track" now, huh? But what does it actualy mean? Can we expect any action in 2012 or is it still too early?

Btw I don't mind height reduction - 500m+ is still proper high for the landmark. And the design itself, well maybe not the most beautifull but surelly interesting, there is not much towers (espacially that tall towers) with a huge atrium inside. Jin Mao, and Burj Al Arab comes to mind and thats it actually.

I prefer the old design. They appear like two spaceships about to ascend into the stars. The organic twisting shape of the new one is fast becoming cliche... It doesn't even seem particularly striking or original, and certainly doesn't seem to have much of an impact on the horizon considering how tall it is.

Actually "fast track" is only for "IBD-Young san business disrict redevelopment project". "fast track" words came from "kick-off ceremony of IBD" in november 2011.
Therefore "fast track" have no relationship with this project("Seoul lite").

Two days ago, Seoul goverment reject developer suggestion.
If developer give up this project, seoul goverment would select another company again.(time delay). But i think "daewoo constrction INC" will not give up this tower. Maybe they will compromise(500m~520m) with seoul Gov.

But I guess any action in 2012~2013(Construction permit)

Right as you say "500m+ is still proper high for the landmark." Btw westside of seoul is strict limited to the "building heights by "airplane way".
This tower have to face-landmark of west seoul.

 민간사업자,‘제3안’ 마련해 재협의…토지대금 연체는 계속

 서울을 상징하는 초고층빌딩이 될 것으로 기대를 모았던 상암DMC랜드마크타워(서울라이트타워) 건립사업이 난항을 거듭하고 있다.

 층수를 낮추고 주거비율을 상향조정하는 등 사업성을 개선하고자 했던 민간사업자의 사업계획변경안이 사실상 무산됐기 때문이다.

 20일 관련 업계에 따르면 서울라이트타워가 마련한 사업계획변경안에 대해 서울시가 최근 공문을 보내 반대의사를 전달한 것으로 확인됐다.

 층고를 크게 낮추면 애초 갖고 있던 랜드마크로서의 상징성이 소멸되고 주거비율을 높이면 분양에 대한 부담만 증가한다는 것이다.

 또 상암DMC 일대가 도시계획에 따라 개발되는 만큼 특정 사업의 수익성을 위해 계획을 변경할 수는 없다는 게 시의 대략적인 입장이다.

 서울라이트타워는 금융위기 이후 계속된 경기침체와 자금조달 실패 등으로 초기계획 수정이 불가피 하다고 판단, 올 8월 변경안을 만들어 시와 협의에 나섰다.

 변경안은 공사비를 절감하고 미분양 부담을 줄이기 위해 133층을 100층 규모로 낮추고, 50층 규모의 건물을 추가로 건립하는 등의 내용을 골자로 한다.

 또 분양대금을 포함한 투자 등 자금조달을 원활하게 하고 사업성을 높이고자 아파트 등 주거비율을 상향조정해야 한다는 내용도 포함돼 있다.

 서울라이트 관계자는 “이렇게 하면 공사비를 크게 줄이고 공기를 앞당길 수 있을뿐 아니라, 분양가를 낮춰 미분양을 줄이고 사업성을 높이는 효과도 거둘 수 있을 것”이라고 말했다.

 하지만 서울시는 이같은 변경안에 대해 거부입장을 분명히 밝혔고, 층고 및 주거비율 조정 등 계획변경은 사실상 무산됐다.

 결국 지난해 11월(일부)과 올해 5월 납부해야 했던 토지대금은 여전히 연체중이며, 그로인한 이자 등 금융비용만 기하급수적으로 불어나고 있다.

 그러나 사업시행자 서울라이트타워는 물론, 사업참여자들은 최초 계획대로의 사업추진은 도저히 불가능하다고 보고 있다.

 ‘제3의 대안’을 마련, 추진해야 한다는 것이다.

 이에 따라 서울라이트타워는 시가 요구하는 타워의 상징성을 살리면서도, 공사비 및 공기를 줄이고 사업성은 높일 수 있는 방안을 마련, 재차 협의에 나설 계획이다.

 사업자로 참여한 모건설사 관계자는 “제3안을 마련하고 있는 과정 중인 관계로 구체적인 내용은 아직 확정되지 않았다”며 “다만 시의 의견을 일정부분 수용하고 절충하는 형태가 되지 않겠느냐”고 말했다.

 “다만 사업이 이미 상당기간 지연된 만큼 변경계획을 서둘러 마련해야 하므로, 변경안 수립과정 중에도 시와 지속적으로 협의해 나가야 하는 상황이”이라고 덧붙였다.

 업계는 이에 대해 층수 및 주거비율 조정 폭을 적정 수준으로 절충하면서, 토지대금 납부시한 및 일정 등을 연기 또는 늦추는 내용이 주가 아니겠냐고 추측하고 있다.

 또 일부는 경우에 따라서는 지난 12·7 부동산대책 중 공모형PF(프로젝트파이낸싱) 활성화방안에 의해 설립되는 조정위원회의 조정을 받을 가능성도 있다고 내다봤다.

Summary

From agust to december developer and seoul goverment negociation for DMC landmark tower.
Actually developer ask to decreased height and floors of Landmarktower(from 130fl to 100fl also construct another 50fl residences)
Finally Developer's suggestion rejected by seoul goverment. Seoul geverment want to not normal residence but landmark tower

So developer start 3rd negociation with Seoul which financial cost cut instead of decreased tower height .

As soon as possible Developer looking forward to begin construction due to project delyed and financial buget are damged to developer company.

I dunno but maybe 550m will be roof height and 640m will be pinnacle height

Therefore DMC tower at least over 100floors

I hoped for less height reduction! 100 meters off the original height is quite disappointing.
