Passengers from the 45 Countries Flying to a third Country are covered by the 72-hour Transit Visa Exemption Policy

According to trail session of 72-hour transit visa exemption in Chongqing, the eligible passengers from the 45 countries are under the 72-hour transit visa exemption policy only when taking the direct international (regional) flights which exit from Chongqing to a third country (region). Moreover, Chongqing Border Defence Corps remind airline companies that they shall fill in the Application for 72-hour Transit Visa Exemption at Chongqing Port.
On October 16th, the state council officially approved to carry out 72-hour transit visa exemption policy at Chongqing airport. It is said that passengers with the following three qualifications can apply for 72-hour transit visa exemption: belonging to the 45 transit without visa countries; with their valid international travel documents and onward tickets to the third country or region with the date and seat confirmed within 72 hours; flying to a third country (region) from Chongqing.
Additionally, the duration of stay of transit passengers is strictly limited. The calculation method of visa-free time is: the arrival day is not included in the 72 hours, and start to calculate since the zero o'clock of the next day, the area for stay is Chongqing administrative area, and the entry/exit port must be the Chongqing airport; the scope for activities is the entire administrative area of Chongqing, and going to areas outside of Chongqing is forbidden. The responsible person said, “According to the related laws, foreigners staying more than 72 hours or going outside Chongqing administrative area will be identified as illegal residence and fined RMB 10 thousand or 15-day detention at maximum.”

10月16日、国務院によって重慶空港で72時間ビザなしトランジットが実行されることを正式的に許可された。情報によると、以下の三つの条件を満たす旅客は何れも72時間ビザなしトランジットを申し込むことができる。一、72時間ビザなしトランジット範囲に属する45カ国であること。二、本人であることを証明できる有効的な国際旅行証明と、日付と座席が確定できる、且つ72時間以内の第三国または地区へ行く乗り継ぎチケットを所有すること。三、第三国(地区)へ行くには重慶を経由すること。
そのほか、トランジット旅客の停滞時間に就いても厳しく規定される。ビザなしトランジット時間の計算方式とは、重慶で到着する当日は72時間に計算せず、到着した翌日の0時から計算する。停滞の区域は重慶市行政区の構内で、出入り港も重慶空港であること。活動できる範囲は重慶行政区構内で、重慶以外の地区へ行ってはならない。当責任者がいうには、関係法律によると、72時間停滞期間を超過し、重慶行政区構内を出る外国人に対して、非法居留で最高1万人民元の罰金が課される、または最長15日拘留される。

Le 16 octobre, le conseil des Affaires d’Etats a approuvé que l’aéroport de Chongqing mette en œuvre la politique de libres visas du transit pendant 72 heures. D’après l’enquête, les passagers qui sont munis des conditions suivantes en même temps, pourront demander le libre visas du transit pendant 72 heures :1er, Appartenir à 45 pays qui bénéfice la politique de libre visas du transit pendant 72 heures ; 2ème tenir la propre pièce d’identité du voyage international valable et les billets d’avion de la connexion pour aller au tiers pays ou région, dont les places et les dates de départ sont bien confirmés pendant 72 heures ; 3ème transit via Chongqing pour aller au tiers pays(région).
En plus, la durée de séjour pour les passagers est strictement limitée. La modalité de calcul pour le temps du libre visas comme suit : le jours d’arrivée à Chongqing ne compte pas dans les 72 heures, la date de séjour comptera à partir du 0 heure de lendemain de l’arrivée à Chongqing et la domaine de séjour est limitée dans la zone administrative de la municipalité de Chongqing, le port d’entrée et sortie est obligatoirement désigné à l’aéroport ; même la plage d’activité est également dans la zone administrative de la municipalité de Chongqing, interdit d’aller au-delà de la municipalité de Chongqing. Le présent responsable exprime que, selon la loi prescrite, les étrangers qui a dépassé 72 heures de séjour ou au-delà de la municipalité de Chongqing, seront condamné aux amendes de 10 000 Yuans maximum ou 15 jours de détention maximum sous prétexte du séjour illégal.

To summarize, you can stay in CQ up to 72-hours starting the next calendar day from arrival provided you have a ticket departing CKG to a third country. If you overstay or leave Chongqing provincial area then you could be fined 10K rmb and/or max of 15-days in jail.

Is the Gross floor space540,000 m2? That's around the same size as Kunming Changshui right?

Is the Estimated time of construction three years?

That's right. Moreover, the GFA of Ground Transport Center is 340, 000 m^2.

The foundation stone for T3A and the 3rd runway laying ceremony is on DEC, 2011. But due to the BoXilai-WangLijun event in the beginning of 2012, this project has been postponed. Eventually National Development and Reform Commission (NDRC) approved the feasibility study reports on APR 23, 2013, and the terminal & runway project started. Before the approval, bulldozing the hills serves as the main project. Estimated time of this project's completion and coming into service is DEC, 2015.

CKG appears to be quite a bit larger and as was mentioned earlier, was already u/c in 2011 but delayed due to the mayoral scandal. Too bad for the delay since there really isn't a direct correlation between his actions vis-à-vis CKG's need to expand and modernize. I think they should go ahead with T3-B now so to prevent disruption later and rightfully give Chongqing the airport it needs to compete.

I was just going off the figures quoted in the previous post. If those figures are accurate then they are just about the same size. Just using the photo for reference there doesn't seem to be a significant difference though looks can be deceiving.

Not really, terminal 3-B is the satellite concourse. It is smaller than Terminal 3-A in GFA that is about 300,000 m^2 but has 5 more spots with aerobridges than T3A does(T3A:62; T3B:67).
