Developer of stalled Park Avenue West Tower preparing reconfigured project

There are still no workers at the downtown Portland pit left behind when construction of the Park Avenue West Tower stopped in 2009.

But work is underway on a revamped configuration for the long-stalled project. When construction starts again, it may be on a tower newly focused on residences rather than offices, a public land-use notice reveals.

TMT Development’s new proposal calls for increasing the tower’s height from 26 to 30 stories, now with 15 floors of housing and 13 floors of office space. The addition will bring the total height to 460 feet.




Park Avenue West was proposed as a 33-story mixed-use tower with 10 floors of luxury condos. Later on, plans called for cutting the condos for a more traditional office-and-retail tower at 26 stories.
TMT President Vanessa Sturgeon called the new plans “exploratory” in nature.

“The residential market … has done tremendously well over the last few years,” Sturgeon said. “We’re considering what the best is for that property.” She added that the company still plans to begin construction again by the end of the year, a target date she announced in 2011.

Work stopped at the foundations when the then 33 story office tower was put on hold after the 2008 financial crisis.

Park Avenue West Tower: Labor union seeks to block construction

A labor union is for the second time attempting to block construction of the Park Avenue West Tower, the long-stalled but but recently resumed development in downtown Portland.

The tower project recently resumed major construction, with a crane scheduled to go up later this month. But it still needs an updated permit for a reconfigured layout that includes high-end apartments.

Local 49 of the Service Employees International Union, which represents property services workers like janitors and security guards, announced Wednesday it was seeking to block the permit. It has appealed the Portland Design Commission’s approval of the project, saying it lacks affordable housing and that developer TMT Development made procedural errors in its application.
The union added that by omitting affordable housing, TMT is “forcing working families to live farther and farther from where we work.”

TMT president Vanessa Sturgeon said the union is using the land-use process to pressure her company to hire janitors represented by the SEIU to work at the Fox Tower, another TMT property.

“I’ve met with them, and they’ve made clear their objective,” she said. “Affordable housing, or any kind of housing, is not a part of the design review criteria.”

Local 49 political director Felisa Hagins said she has talked with TMT about having SEIU-represented janitors in Fox Tower and the firm's other other properties.

"Our goal, to be clear, is that workers in her building have good jobs, and for us that's hiring union janitors," Hagins said. "Our other issue is around having low-wage workers who work downtown being able to live closer to where they work."

Hagins said that because TMT is asking for an exception that would allow it to build a taller tower -- it would get credit, essentially, for the adjacent Director Park plaza -- the city should ask for affordable housing in return. (The surface of Director Park was donated to the city by TMT founder Tom Moyer. Underneath is a parking garage for TMT's Fox Tower that will eventually connect to the Park Avenue West as well.)

TMT Development announced in October it would resume construction on the tower, started in 2008, as the Great Recession was beginning, and put on hold in 2009. The project saw new life last year under a revised plan that called for 15 floors of apartments, a change that — along with an anchor tenant for its office space — made it easier for TMT to access financing.

TMT sought a permit for the new plan last year for which the union raised similar objections, but the development firm withdrew its application and reapplied under a more strenuous review process.

You can see the concrete pump from the courthouse now. It won't be long until you can see the core. You can also see glimpses of the concrete pump from the Fremont Bridge.
