I see that Lithuanians, like Poles in the same period, were mixing extremely modern, functionalist architecture with relatively conservative buildings, even to the point of copying XIX-century eclectism

Around 1930ies Lithuanians totally went modern.
Prior to that, because of the "shortage" of grandeur, imperial style buildings in Kaunas, there were some classical projects like
The Bank of Lithuania
The Seimas of Lithuania
Physical-Chemical Palace of the University of Lithuania
and some others.

Here is classical Bank of Lithuania (built 1925-1928), project by Mykolas Songaila, alumnus of St. Petersburg university and professor of architecture, who not only was willing to build some Petersburg-like palace, but also "an example for students, future architects, to show what classical architecture looks like".
