Atlantic Yards: B2 Residential Tower Breaks Ground

(Brooklyn, NY) – December 18, 2012 – Mayor Michael R. Bloomberg today joined Brooklyn Borough President Marty Markowitz, Forest City Enterprises President and CEO David J. LaRue, Forest City Ratner Companies (FCRC) Chairman and CEO Bruce Ratner, to break ground on B2 (located at 461 Dean Street), the 32-story residential tower that is part of the Atlantic Yards development in Brooklyn. B2 is expected to be available for occupancy in the summer of 2014.

Designed by the award-winning architectural firm SHoP, the design architect for Barclays Center, the building will sit at the intersection of Dean Street and Flatbush Avenue and have 363 units, 50 percent of which (181) will be affordable to low, moderate and middle-income households. The remaining 50 percent (182) will be market rate. The affordable units will be evenly divided throughout the building and all will have the same quality appliances and access to the same public spaces, including a fitness center, bike storage, a resident lounge, game room, yoga/dance studio and roof terrace. Each unit will have a washer and dryer. B2 will have 150 studios (41%), 165 one-bedrooms (46%) and 48 two-bedrooms (13%). Twenty percent of the affordable units will be 2 Bedroom/2 Bathroom apartments. (A full fact sheet on B2 and Atlantic Yards is attached.)

Mayor Michael R. Bloomberg said, “This new building will bring more affordable housing to one of the most exciting parts of Brooklyn. It will enrich a thriving community and ensure that living in this neighborhood is an option for a diverse group of New Yorkers. Its innovative construction will create jobs in Brooklyn and hopefully serve as a model that enables more affordable housing construction in the future.”

So Much for Modular: Process Delays B2 Tower

The modular building process that was supposed to save Forest City Ratner money by accelerating production is instead delaying it. The opening date for B2, as the first residential tower to go up is known, is now six months later than planned, according to a story in Atlantic Yards Report. Forest City Ratner exec Jane Marshall confirmed at a meeting last night that the timetable for the opening of B2 is now the last quarter of 2014, rather than the second quarter of 2014. She attributed the delay to changes at the modular factory.

Meanwhile, at the construction site next to Barclays Center, workers are building the platform with its 12-foot steel beam over which the modular units will be placed. They are also doing concrete work on the cellar and first floor, she said.

Greenland will take a 70% stake in the development, anchored by the Barclays Center, home of the National Basketball Association's Brooklyn Nets. It is the biggest deal of its kind by a Chinese developer in the U.S., Greenland said.

"The trend for Chinese developers to continue to invest in the property market abroad will depend on the returns they get in the first batch of such investments," Frank Chen, Shanghai-based head of China research at property broker CBRE Group Inc., said by phone. "The biggest challenge they face is not knowing the foreign markets well, so it's wise to work with local partners."

China's property developers are expanding overseas as the government maintains curbs on residential housing at home to cool prices. China Vanke Co., the biggest homebuilder listed on the mainland, said in February it joined a residential-property venture in San Francisco.

Major Atlantic Yards’ investor slaps eight-year timeline on project

Zhang Yuliang, the chairman of state-owned Greenland Holding Group told reporters in Shanghai last week about his intended timeline for the development.

“We have development funds, development expertise and experience and an enormous customer base,” and Forest City has the local execution capability, Zhang said, according to the Wall Street Journal. The eight-year timeline would require the construction of nearly two towers a year, though in the decade that Forest City has been involved in the project, it has only started work on one of the 15 planned towers and has completed the Barclays Center, according to the newspaper.

Forest City Ratner Will Begin Stacking Modular Apartments at B2 Next Week

We took a tour around Forest City Ratner’s fascinating modular apartment factory at the Navy Yard yesterday, where reps from FCRC said they’ll begin shipping out the fully constructed units next week. They’ll stack the units to create the first Atlantic Yards residential tower, the 32-story building under construction next to the Barclays Center that is known as B2. When work finishes next year, the 363-unit tower will be the tallest modular building in the world.

Currently, Forest City expects construction to wrap by December 2014 — a faster pace than normal construction, which would take at least another 18 to 20 months. They also estimate that building modular units will be 10 percent cheaper than typical residential construction, but they hope it will become even less expensive and more efficient as they build more developments in the Atlantic Yards project. The tower will be a 50-50 mix of market rate and affordable housing, of which 20 percent will be low-income housing.

Architects SHoP and Forest City Ratner collaborated on the design and building process for the apartments. Each nut and bolt piece of the apartment is installed before it leaves the Navy Yard facility, including the electrical wiring and plumbing, hardwood floors, appliances, and even the towel bars. The hallways and stairwells are being built at the modular factory as well. Rooms in the apartment are often assembled as separate modules, e.g. bathrooms, bedrooms, and living room/kitchen could all be separate pieces. The variety of shapes allows for 25 different layouts.
