Transportation Safety Board (TSB) officials who investigated a turbulent Air Canada flight that left 21 people hurt are reminding passengers to wear seatbelts after it was determined that many onboard the plane diverted to Calgary had not buckled up when urged to do so.

The plane, which was flying from Shanghai to Toronto in Dec 30, 2015, had to be diverted to Calgary.

A TSB report released Monday says about five hours into the planned 13-hour and 40-minute flight, crew members noticed a meteorological bulletin warning of severe turbulence over the southern coastal mountains of Alaska, about 85 kilometres northeast of Anchorage.

Just over two hours later — about 30 minutes before the plane entered the turbulent airspace — the first officer ordered that in-flight service be stopped and the cabin secured.

Seatbelt signs were turned on and announcements were made in English, French and Mandarin that warned the aircraft was entering a turbulent area and passengers should buckle up. But the TSB investigation found many passengers did not fasten their seatbelts.

The 21 people were injured when the plane bounced around. One of them was slammed to the floor and suffered a broken pelvis.

First aid was provided onboard.

"It was plenty of warning and that's what the gist of the report is about," said Jon Lee, the TSB investigator in charge of the incident.

An Ottawa-bound Air Canada flight diverted back to Toronto's Pearson International Airport on Friday night after an engine malfunction, the airline told CBC News.

Air Canada Flight 476, which left Pearson airport at 7:30 p.m. ET, landed back at the Toronto airport minutes after taking off from a Terminal 1 tarmac, the Greater Toronto Airports Authority (GTAA) spokesperson Natalie Moncur said.

The airplane's pilot detected an "engine anomaly," Air Canada spokesperson Angela Mah explained.

She added the aircraft landed "normally" with emergency responders awaiting nearby as a precaution, but the Boeing 767-300ER aircraft was cleared to taxi to the gate without assistance.

The Canadian Transportation Agency is demanding Air Transat explain why passengers on two of its planes diverted to Ottawa on Monday ended up being stranded inside the aircraft for hours — long enough for a pair of flyers to call 911.

Air Transat Flight 157 from Brussels was scheduled to arrive in Montreal at 3:15 p.m. ET Monday, but was diverted to Ottawa after circling east of Montreal due to thunderstorms.

The flight landed at the Ottawa airport just after 5 p.m. ET, following more than eight hours of flying time, and then sat on the tarmac for six additional hours. Passengers were not allowed to get off.

Air Transat Flight 507, from Rome to Montreal, was also diverted to Ottawa due to the weather. It was scheduled to land in Montreal at 4:50 p.m. ET, but landed in Ottawa at about 6 p.m. ET after nine hours and 45 minutes of flying time.

The plane then sat on the tarmac for four hours. Again, passengers were unable to leave the aircraft.

In a statement Wednesday, the CTA said it was launching an inquiry to determine whether Air Transat respected its tariff — a document that sets out, among other things, an airline's rights and responsibilities towards its passengers.

"Under the Canada Transportation Act, the CTA has the authority to launch inquiries, on its own motion, related to an airline's international tariff," the quasi-judicial regulator said.

"If it finds that a tariff has not been properly applied, or that the terms and conditions in the tariff are unreasonable, it can order corrective measures."

One woman on the Brussels flight told CBC News that passengers were stuck in a sweltering cabin without air conditioning after the plane ran out of fuel.

Passengers were given limited information about what was going on, said Laura Mah, and food was being rationed so that children on board could have something to eat.

Staff with the Ottawa International Airport Authority were handing out bottles of water, and the plane's doors had been opened to let air circulate.

Direct flights between Montreal and Tokyo to begin next summer

Montreal’s airport authority is eyeing further expansion to the Trudeau airport as Air Canada announced plans to begin direct flights between Montreal and Tokyo’s Narita airport next summer.

The flights, scheduled to begin on June 1, 2018, will be the first direct scheduled service between Montreal and Japan.

The airline said it plans to offer daily non-stop service during the summer, with service reduced to three times a week during the winter.

“This is a day we’ve been looking forward to as we continue to expand Air Canada’s reach internationally from Montreal,” Calin Rovinescu, the company’s president and CEO, said at a press conference announcing the new route on Wednesday morning. “Since 2016, we have added 18 direct links departing from Montreal to five continents.”

The route will be served by a new Boeing 787 Dreamliner — a plane that carries a price tag of almost $200 million, Rovinescu said.

“For us, this is a very important investment,” he said.

The route won’t just be aimed at Montrealers. Rovinescu said the airline will be scheduling connecting flights to Quebec City, Ottawa, Halifax, Charlottetown, Boston, Philadelphia and Orlando to encourage travellers from those cities to fly through Montreal to Japan.

“We certainly could not expect to make a business case for a $200-million investment based only on traffic that emanates from the Montreal community, so therefore we have to, by definition, count on traffic coming from the northeastern United States, coming from Eastern Canada,” Rovinescu said.

It’s part of a larger plan by Air Canada to grow its business through what’s called “sixth freedom flying” — bringing passengers from the U.S. through a hub in Canada on their way to their final destination in a third country.
