TULSA, OKLAHOMA, USA
The tallest is 203m and the city only has 397,000 people. The downtown is a historic district full of Art Deco architecture and stunning lobbies.

Not bad for a population of 951,880 (2012). I guess Tulsa must be close to 1 million today.

Tulsa's MSA gains about 10,000 a year (with high volatility) so it'd be around 960,000 today. The combined statistical area adds in another 3 counties for 1,122,959. The CSA gains 12,000 a year. So it's not growing fast, but the growth is very steady. The city proper is barely growing ~1,000 a year and all the growth is in adjacent suburbs.

RVA - More impressive at certain angles. Good density but it lacks taller skyscrapers. City population of just over 200,000. Metro population of over 1.2 million.

Most underrated skyline is by far Detroit in my opinion. I am from Windsor so I do have bias but people only see Detroit from our side of the river. I like it better from theirs.
