Yes, Sao Paulo has good density. It just doesn't have the height to go with it. Not sure why it turned out the way it did.

people always tend to forget Mumbai. It has 1000's of buildings > 20 floors densely packed across multiple locations. As I said earlier Mumbai will easily have 30 distinct skylines in the metro politain area if you consider Thane, Navi Mumbai as sub cities. In fact it will have far more buildings > 12 floors than HK or NY, the thing is they are not registered in Emporis etc from where the ratings are given. Same is applicable to many cities.

About # of buildings >20 floors,Shanghai has more than 4000 buildings in 2011

But about >12 floors buildings, it's almost impossible to give an accurate number for NY or HK. It's like counting the number of leaves in a forest . So,even cities like NY or HK, Emporis database may probably forget many buildings.

That people aren't mentioning Mumbai would suggest that they are more impressed by other skylines. Chalking it up to ignorance is a bit rich.

Guys, I proppose an accurate method for the definition of density here:

In Spain, urban planning ordenances allow a maximum constructed area per sqm of plot... depends of the place and city. (m2/m2)
I can see here some zones about 10m2/m2.

It's hard, but to definitely stop the discussion, just choose the most dense area of your favorite city (for example 1km2) and multiply footprint by numbef of floors (or add wikipedia data of the buildings total area over street level).
To be even more accurate, use volume (m3) instead.

By this way, a city with (for example) 30 buildings of 2000m2 and 20 floors, and 100 of 1500m2 and 15 floors ( total 1.200.000+2.250.000= 3,4M m2 in 1 km2 = 3,4 m2/m2 ) would beat another city of one supertall of 65 floors and 6000m2 plus 5 buildings of 2500m2 and 40 floors, and 40 of 24 floors and 900m2 (total 3,39M m2)

MUmbai in future is set for a tokyo like skyline... many seprated skyscraper pockets in a never ending densely packed sea of mid rises.
