How do 2nd-tier skyscraper projects work in practice?

I'm curious about something: how to 2nd tier skyscraper projects work behind the scenes? By second tier I mean: projects that are not those super-famous supertalls like One WTC, but also are not just your run-of-the-mill high-rise built by a developer using in-house architects and design team.

A good example: some corporation (not on the real estate field) building a new HQ through a regular building firm in the country.

Who takes the lead in those cases? Does the client usually hires an architectural firm to oversee the design and construction? Does it hire some sort of oversight committee to handle the design, project and construction? Who manages these conflicts between building firms and architects? How do they get first impressions and concepts from different firms - do they just put some invitations out for big-ish architecture firms to submit proposals, and do these firms charge top-dollar for working on this preliminary phase until a design is picked? Do architecture firm have 'preferred builders' they work with?
