Metro bus to new airport may bring changes to master plan
ISLAMABAD: The Capital Development Authority (CDA) is mulling over changes to the city’s master plan, as a portion of the mauve and commercial areas near the Golra roundabout on Kashmir Highway may fall within the alignment of metro bus project from Peshawar Mor to the new airport.

Concerned officials in the CDA told Dawn that the existing Kashmir Highway has five lines on either side from Zero Point to the Golra roundabout, but the federal government wants to construct five-lane roads on either side from the roundabout to the new airport with an additional median lane for the metro bus.

The officials said there are two existing lanes from the roundabout, and if the government makes each side five lanes wide, around a kilometre of the mauve and commercial areas could fall within the roads’ alignment.

An interchange has also been planned at the roundabout, which would eliminate a portion of the mauve area.


A source in the National Highway Authority (NHA), the executing agency of the 25 kilometre metro track from Peshawar Mor to the new airport, told Dawn the CDA recently wrote the NHA a letter about possible disturbance to the mauve area.

“It is important to note to suggest any fundamental change that may negatively affect the Master Plan of the Capital – which would not only cause inordinate delay in project completion, but also because of E.I.A, S.I.A and other such requirement for Master Plan revision, may result in abandoning of the project itself,” the letter said.

Meanwhile, CDA’s Member Planning and Design Asad Mehboob Kayani met with his team and discussed this matter on Friday. A source said it was decided that the final decision in the matter would be taken in another meeting, likely to be held on Monday.

“We require permission from the federal government to make changes to the master plan. We will discuss the matter in detail in another meeting. If the need arises, we will ask the federal government for a change to the master plan to move the mauve and commercial areas to some other side within the specific sector,” Mr Kayani said.

CDA chairman Sheikh Ansar Aziz told Dawn no decision has been taken yet by the CDA.

He added that changes could be made to the master plan with the federal government’s approval for a public interest project.

The CDA has also asked the Capital Administration and Development Division about a Rs2.5 billion subsidy from the Ministry of Finance for the Punjab Mass Transit Authority for the Rawalpindi-Islamabad metro bus service.

The metro bus service subsidy is shared by the federal and Punjab governments, with the former contributing over 60pc of the subsidy share.

ISLAMABAD: Prime Minister Nawaz Sharif on Saturday inaugurated the construction of a metro bus route to connect the federal capital with the New Islamabad International Airport near Fatehjang.

The construction of the 25.6 kilometre-long route from Peshawar Mor to the new airport will be completed before Independence Day this year as the premier has already announced that he would inaugurate the new airport in August.

During his interaction with the media at the inauguration of work on the metro bus track near Fatehjang, Mr Sharif vowed to complete other dormant projects ignored by the past governments. However, the topic of discussion got diverted to the issue of corruption in developmental projects.

“There is so much corruption in the country that if we get involved in probing them all our time will be consumed in the investigations and we will not be able to deliver,” Mr Sharif said.

“There are so many scandals and frauds that they even cannot be listed. There are a number of projects which could not be completed in 20 years due to which their cost increased manifold.

“But now it has been decided that all projects will be completed on time,” he said.

Mr Sharif said the new metro bus project would be completed by Aug 14.

“This metro bus project will facilitate the middle and lower middle class and that’s why I have directed that the project should be completed along with the new airport,” he said.

Islamabad’s Deputy Mayor Syed Zeeshan Naqvi told Dawn that the metro route project had been awarded to three companies - NLC, FWO and Metracon.

“As the companies have been directed to complete the project by Aug 14, some of them have further sublet the contracts of one kilometre each so that the work would be started at different points simultaneously and completed on time,” he said.

In reply to a question, Mr Naqvi said the metro bus route would be constructed on the left side of Kashmir Highway from Peshawar Mor but after a few kilometres it will be diverted to the median of the road till its final destination.

“The width of the double-track metro route will be nine metres. Though the number of buses have not been finalised, around 25,000 people will be working at the new airport and a majority of them will use the metro service.”

Mr Naqvi also said the capital city’s natural growth was towards the west and a large number of residential schemes were being developed in Zone II.

He said the cost of the project was estimated at Rs18 billion, adding the route would comprise four interchanges at Golra Mor, N-5 Interchange, M-1/M-2 Interchange and Top City Interchange. There will be 14 bus stops, 11 underpasses and 12 bridges.

According to June 21 PTV News report, construction of Islamabad Metro Bus track (BRT) from Peshawar Morr to New Islamabad International Airport will be completed before opening of the airport on August 14, 2017.

From this point the Metro corridor that was on the H side of Kashmir Highway goes underground and crosses the Highway to come in the center median. You can see the Highway being dug up but I have no idea how they can complete it before 14th August.

ISLAMABAD: The expected operator of the Peshawar Mor to New Airport Metro Bus Service has said route 2 of the project, starting from Golra Mor on GT Road, is not feasible.

The Punjab Masstransit Authority (PMA) has proposed that the National Highway Authority (NHA) should not construct a separate corridor for the 16 kilometre route and that the authority should instead start a shuttle service from GT Road to the new Islamabad airport.

The operator’s observations come when construction work on the track from Peshawar Mor to the new airport has started. The track is expected to be complete by August 14 this year though it seems unlikely contactors will be able to meet the deadline.

The NHA started construction work on the 25.6 km track in March this year without getting mandatory approval for the project worth Rs16 billion from the Pakistan Environmental Protection Agency.

The Punjab Masstransit Authority says a shuttle service should be started instead

NHA officials told Dawn the PMA submitted its observations to them through an official letter in which it has said that because it was non-rapid, route 2 should not be given a separate corridor.

“We reiterate our advice that regular metro stations on Route 2 must be cancelled,” PMA has said.

“The purpose of the Bus Rapid Transport (BRT) is to provide people with transportation facilities and avoid congestion on roads. However, there are no traffic issues on GT Road till the new airport, so there is no need for separate corridors at the cost of billions of rupees and a shuttle service should be started instead,” a PMA official said.

The letter said operations on route 2 will be carried out at all times, all year round whereas operations on route 1 will only be open from 6am to 10pm.

“The headway on Route 2 will undergo hourly variations subject to frequency [of] arriving and departing flights. Hourly headway variations in metro bus operation are not implementable. Hence the [entire planning] and design of the consultant is factually inadequate to allow sustainable operations,” PMA has observed.

The operator has said that by combining routes 1 and 2 as a linear operation, the consultant has vitiated findings of their own study.

“The airport operates on [a three shift] basis i.e. morning, afternoon and night. The end of the second shift and start of the third shift at the airport cannot be accommodated on route 1 due to very scarce ridership, besides the new airport itself is low generator, attractor based on employment to warrant a metro service for public transportation of airport staff all time,” the letter reads.

It says passengers for the airport will not all come from Islamabad and will also come from Rawalpindi and from nearby intercity bus stations on GT Road and will use metro 2 on a 24-hour basis. All those travelling to Islamabad will also not be coming from the airport and will come from Rawalpindi and from nearby intercity bus stations and will go to Islamabad from GT Road using route 1 during operational hours.

The PMA has said that all stations between GT Road and NHA are currently rural and sub-urban areas and are not likely to attract enough passengers to warrant the construction of BRT type stations for non-rapid service.

Due to large headway of 19 minutes or more, the letter says, operations on route 2 is not rapid and therefore designs for stations on this route should facilitate waiting passengers which is not possible in a paid area such as a BRT platform because amenities such as toilets, food outlets and others are necessary when passengers have to wait for longer periods.

The letter recommends that a parking area in conjunction with a depot on the south of GT Road can facilitate the use of shuttle buses on route 2 though the buses will not be operated on a constant headway, i.e. they will be launched according to demand.

The same letter also includes the response from Nespak, which says that PMA is proposing two separate systems for the route which is not recommended.

It says PMA is proposing a shuttle service based on an estimated 19 minute headway saying headways of less than five minutes do not signify the need for a BRT system. This is not acceptable as in mass transit operations, peak buses are run for 15 to 30 minute headways and that shuttle service will discourage airport passengers from using the BRT system.

Nespak has said that airport bound passengers will take the metro from all stations along the metro red and orange lines with the transfer station at Peshawar Mor. If passengers use the metro lines to get to GT Road, why can they not use the same system for the metro bus to reach the airport and why is a separate bus with different features and stations needed to take them to the airport, Nespak has asked.

The PMA is unmoved by Nespak’s observations and wrote to NHA, conveying its concerns.

When senior officer of PMA’s planning wing Mohammad Imran was contacted, he said: “We have conveyed our observations to NHA through an official letter, there response is awaited.” However, he refused to share the content of the letter.

CDA may start ‘Orange Line’ in Islamabad

ISLAMABAD: The city’s managers may start an ‘Orange Line’ track in the federal capital, the first rail-based mass rapid transit system in the city.

The proposed line will start from Rawat and end at Peshawar Mor where it will be connected to the metro bus track.

An official of the Capital Development Authority (CDA) said that Islamabad mayor and acting CDA chief Sheikh Anser Aziz, Member Planning Asad Mehboob Kayani and other officers on Saturday went to Lahore to get information about the Lahore orange line project.

They are said to have inspected various stations of the Orange Line project and obtained details of the project from the concerned authority.

The mayor has been making attempts for launching a transport project but the Metropolitan Corporation Islamabad does not have funds.

“We did visit Lahore to inspect the Orange Line project and the mayor has been using his office for starting some project in Islamabad,” said Mr Kayani, who also holds acting charge as chief metropolitan officer.

He said various transport projects have been funded under CPEC and that the federal capital has not yet received any such funds.

“We will request the federal government to include this project in CPEC,” he said.

It would be great if it happens! Islamabad-Rawalpindi Metropolitan region is easily around 5 million or so people. Hope they convert the existing Metro Bus into a Metro Train system too.

Islamabad Metro Bus Extension to Complete Soon

The National Highway Authority (NHA) spokesperson Kashif Zaman has announced that the metro bus service construction on Peshawar Mor-New Islamabad Airport is in process and will complete by the end of November or early December.

Structures and underpasses, including the main underpass Golra Mor (G-13), have been completed and the underpasses would be open to the public in the next two weeks, he further added.

“Asphalt work on all the four packages is also in progress simultaneously,” says the NHA official.

The Rs 15 billion extension project is sectioned into four segments to ensure the project is completed on time.



Package I from Peshawar Mor to NUST, length 8km
Package II from NUST to GT Road, length 3.8km
Package III from G T Road to Motorway Interchange, length 8.3km
Package IV from Motorway Interchange to New airport, length 5.5km
Construction on Packages-IV had started up in June last year, Package-III in March 2017 and Packages I and II started out in April 2017, says the NHA spokesman.

Cost per Package
He also mentioned about the cost per Package, which is:

6.58 billion for Package I
5.5 billion for Package II
1.38 billion for Package III
1.63 billion for Package IV
Stations
The project would consist of 9 bus stations which include,

NHA station
G-10 station
NUST station
G-1 station
G T road station
Badana Kalan station
Peshawar-Islamabad Motorway and Islamabad-Lahore Motorway Junction Station
Airport Station
12 bridges, 26 culverts, and 11 underpasses would be a part of this project.
