OMAN: Three contracts for the development of the planned 2 244 km national railway network were signed by Minister of Transport & Communications Dr Ahmed bin Mohammed al-Futaisi on February 5. The state budget has allocated 1bn rial for works this year, with the entire network linking six cities to the UAE border at Al Buraymi near Al Aïn estimated to cost up to 6bn rial.

Italferr has been formally awarded a 13·6m rial two-year contract to provide preliminary design engineering services. The Italian state railway's consultancy business had been selected for the contract last year, and design and survey work is already underway.

Abu Timam Grant Thornton has been awarded a 0·3m rial contract to advise on the structure of state-owned project promoter Oman Railway Co, while Dar Al-Takween has a 0·1m rial contract to develop a brand identity for the railway.

Bids for a project management consultancy contract have been submitted by consortia led by Parsons Brinkerhoff, Técnicas Reunidas, Hill International, Dohwa Engineering and Parsons International. The winner is expected to be named shortly, enabling the start during March of the pre-qualification process for two design and build contracts covering civil works and railway systems on the initial 171 km route from Al Buraymi to the port of Sohar. The railway systems supplier would act as a subcontractor to the civils contractor. Oman Rail Co aims to call tenders in August and award the contracts by the end of this year, ready for construction to start in the first quarter of 2015 for completion in 2018.

The rail network is to be developed in nine phases, and companies which prequalify for the initial phase will automatically prequalify to bid for any subsequent phases tendered within four years. These are expected to include a line from Al Buraymi to Ibri, Sanaw and the port of Daqm.

OMAN Railway Company (ORC) announced a shortlist of prequalified bidders on August 13 for contracts to construct and equip the first phase of the Sultanate's 2244km national railway network.

According to a report in the Times of Oman on August 13, 18 international consortia have prequalified for the civil works contract, while five groups led by Alstom, Ansaldo STS, Bombardier, Siemens, and Thales are vying for the railway systems contracts.

Oman Rail to receive civil works bids

TENDERING for the civil works contract for the first phase of Oman's national railway network will conclude with the submission of bids on January 18, and a winning bidder is due to be announced by the middle of the year

The 207km first phase will link the port of Sohar with Buraimi on the UAE border, with work due for completion by the end of 2018.

The project is being divided into three packages with the 18 pre-qualified bidders expected to work with five short-listed consortia for the systems contract. The five consortia are led by Alstom, Ansaldo STS, Bombardier, Siemens and Thales. Oman Rail also stipulates that 10% of the value of each contract must go to Omani companies under an in-country value (ICV) development initiative which aims to develop Oman's economy in new sectors

Oman Rail project management contract awarded

OMAN: On behalf of the Ministry of Transport & Communications, the Government Tender Board has selected a consortium headed by Spanish engineering contractor Técnicas Reunidas to provide project management consultancy services for the construction of the future rail network.

The consortium will review preliminary designs which are being prepared by Italferr, and provide contract management and supervision services during the construction and commissioning phase. It will also oversee the procurement of rolling stock, and the tendering later this year for an operations maintenance contract

OMAN: National railway project promoter Oman Rail has received proposals from eight companies or consortia interested in the contract to operate and maintain the first phase of the future network.

Proposals were received from:
  • Aurizon Operations;
  • FS Italiane, Almavia, Al Madina Logistics, Cavarail and Menarail Transport Consultant;
  • Freightliner Group, Oman Investment Corp and Network Rail Consulting;
  • Rites and Konkan Railway;
  • Al Bahja Construction, Advanced Rail Technologies and GB Railfreight;
  • Ubar & Swiss Railway Systems, Transnet SOC and Barbican;
  • Assignia Infraestructuras Oman, Asesoría Integral Ferroviaria, FGC and Zubair Corp;
  • Grindrod Mauritius
Oman Rail had invited expressions of interest in May, saying it was seeking international rail operators with ‘extensive technical and commercial experience combined with local market knowledge’

SULTAN Qaboos of Oman has issued a Royal Decree declaring the second phase of the country's rail project a public utility project which paves the way for acquisition of the land required for the 240km line from Haifait to Fahoud

The project will be divided into two phases; stage one encompasses a 114km section from a junction with phase one at Haifait to Ibri, and stage two is a 126km link from Ibri to Fahoud in the Al Dhahirah Governorate economic zone
