I`m observing this thread for quite a long time, apparently there will be never a way how to objectively rank skylines......so please take it just like my humble opinion :-)

1. Frankfurt - simply because I like the North-American - like CBD clusters. Lot of high-quality projects, the 2 highest towers are still one of the best in Europe. ECB is slighly destroying the idea of one cluster :-) ... but still its a top-quality project. FFM definetly needs a new pinacle and perhaps a few mid-rises, towers are a little bit spread-out - but still, the overall impression is fantastic :-)

2. London - perhaps not the best skyline considering the status of world capital alpha city, anyway I`m looking forward for the new projects - candidate for the number 1. in Europe in the next 5 years.

3. Moscow - sorry for saying that - height alone is not that important IMO. Moscow City needs some <150m, perhaps less Asian and more European-like towers. Still I like the mix of old high-rise architecture, something almost unseen in Europe (excluding Madrid and Warsaw).

4. Istanbul - the view from Asian side towards Bosphorus and European cluster is perhaps one of the most impressive in Europe (ehm... :-)) , anyway, this "Gateway to Europe" deserves more planning and perhaps one or two superprojects (also from the architectural point of view).

5. Paris - La Defense was in the past definitely the best skyscraper zone in Europe, the density is impressive - anyway - too many projects are at around the same height, on the otherside - the Hermitage Plaze itself will rather ruin the skyline for some time - until some other 250 - 300m project will be in place..

6. Rotterdam - perhaps not the highest towers, but still classy architecture, something I`m preferring to the average Asian Simcity3000/as tall as possible approach.

7. Warsaw - somehow higher than Rotterdam, nice-old pinnacle ... just a bit less classy than the previous one, otherwise definitely worth switching the place.

8. Milan - the progress in the last few years is impressive, some of the best projects in Europe in the recent period, maybe candidate for higher position in the near future.

9. Vienna - still somehow under-rated. Lot of new mid-rise projects, the new DC tower is impressive. Definitely worth a first 10.

10. Madrid - 4 impressive skyscrapers from world famous architects, a home of some of the earliest skyscraper projects - but desperately lacking some mid and highrises, perhaps some conception .... I would say - Moscow syndrome, just (much) lower buildings....

The rest worth mentioning - Barcelona (together with dutch cities one of the best mid-rise clusters), Hague, Benidorm, Oslo, Amsterdam, Batumi, Baku, Manchester, Birmingham ...

Berlin definitely needs more tall buildings.
Unfortunately, new plans are thwarted repeatedly, so that they either not realized or be strongly modified . That is really frustrated.
