Some rumors: Barbara Berlusconi want to build a sort of AC Milan village (new property stadium, shops, museum, restaurants...) near those buildings

For cities which are, at least, two thousand years old, I dont find them so badly planned.

If you consider Paris, London, or Moscow, olders than Australia or USA themself, they look pretty modern for some old ladies

No I think skyscrapers in Rotterdam are pretty high quality but their arrangement is bad and they are placed randomly over the city. They just don't make proper skyline.

It is not permitted to build high-rise randomly in Rotterdam!
The City Council started a high-rise policy in the 90's named 'high-rise policy 2000-2010'.
Weena, Hofplein, Coolsingel, Blaak, Schiedamsedijk, Boompjes, Zalmhaven, Zuidkade (Kop van Zuid), Wilhelminapier and Parkstad (?) are identified as high-rise zone.
Weena/Hofplein/Coolsingel Cluster = no height restriction (= 200-250 meters)
Blaak, Schiedamsedijk (Wijnhaveneiland) Cluster = height restriction (150 meters)
Wilhelmina Pier/ Kop van Zuid Cluster there was a height restriction of 150 meters. They surpassed it with the New Orleans and Maastoren.
Boompjes = height restriction (100 meters)
Zalmhaven = height restriction (225 meters)
Parkstad (?) = height restriction (>250 meters?)
