It's very underated on here as it would climb up the rankings quickly with just a few more taller towers.
That's all that's needed now really, the base density (which takes the longest to build) is allready done now.
It just needs a couple of stand out towers, (the skyline equivalent of bells and ribbons) to complete it.

I agree. Rotterdam has currently one of my favourite skylines. A good quality is that also midrise towers that would be invisible in other cities because of the other buildings all around (I think to London for example, but also to Milan) here are well visibile in the skyline.
In my opinion Rotterdam needs couple 200+ towers with a good design, because it still lacks height and remarkable iconic towers to be perfect.

Agree with you on that.

Milan is actually quite similar to london in its highrise development.

Both cities built most of their towers in the last 15 years.

Milan has built towers in the centre of the city, like london has.

This can make it harder for towers to visibally stand out, and many of the smaller towers that would stand out in other cities, are not visible in the city of London or Milan, they just dissapear under the urban fabric. Only the taller ones stand out.
It's only when you are at street level that you see all the other towers.

Milan has also built mostly good quality towers, and they are among the best in europe, along with the city of London.

Milan also has chosen to build more than one cluster, like london has.

There are many similarities between the two cities and their development strategies.

Moscow is actually a very beatiful city on the street level, check out photo threads. There are some problems though: Soviet "legacy" (I mean the bad one, not 7 sisters towers), overpopulation and lack of any hills, it's just too flat.
