I wouldn't say so..

I find Warsaw's skyline the ugliest of Europe along with Rotterdam (this one is actually a way better tho) and Benidorm (the ugliest).
I don't like its boxy towers and its style (has no style actually), above all I don't like the buildings' quality, they look (are) very cheap.

Quantity doesn't mean better but quality means better to me, and fortunately in Europe we have several cities with much higher quality, greater style and more class than Warsaw.

As I said before - the fact that Warsaw is even compared to those cities is crazy. Frankfurt and Paris even 10 years earlier were totally out of reach for Poland's capital. And the rest are actually huge cities compared to Warsaw. No surprise they have more impressive skylines.

It's all very subjective though. I would argue that it's above Istanbul because even though there is a difference in numbers Warsaw's cluster have a much better location as the tall buildings are mostly concentrated in and around the center. The quality is probably still better too, although there have been a lot of progress in this regard in both cities during the last 10-15 years.

It's pretty weird to talk about the "style" when it comes to the whole skyline, especially one that was growing pretty "naturally" through decades. Of course you get a mix of many styles, from different periods, architects and investors.

Some of them are pretty bad indeed, mostly stuff from the '90-early '00 like Millenium Plaza but there is nothing cheap about our iconic Palace of Culture and Science or this newer skyscrapers like Rondo 1, Cosmopolitan, Q22 etc. The quality is mixed but mostly at least "fine" I would say.

Naples really needs a >150-200m pretty shaped tower in the middle of the cluster. It could take it to another level.

My contentious top 10

I'd go;
1. Rotterdam (call me crazy but I really like it, has a touch of New York about some of the designs)
2. London (Some world class buildings and multiple clusters)
3. Warsaw (Again contentious but it's really grown on me)
4. Frankfurt (Some stunning buildings and a tough call between this and Warsaw)
5. Paris (From some angles it looks like no.1 in EU but others it disappoints. A quality building or two away from being no.1 contender imo)
6. Milan (It could go the way of Warsaw for me if it adds one or two more decent sized buildings but it is still one of EU's best)
7. Moscow (Have to have it in here although not a massive fan. I love the building design and think it is world class, just needs some slightly smaller buildings around it, looks a bit out of place atm)
8. Benidorm (Not awe-inspiring buildings but undeniably impressive as a skyline)
9. Istanbul (Not a massive fan but it is still one of best EU has, just a bit sporadic for me)
10. I'd go tie with Vienna and Vilnius.

Honourable mentions - The Hague, Amsterdam, Napoli, Barcelona, Liverpool, Madrid, Berlin, Izmir, Kiev, Yekaterinburg.
