A 170m proposal? I suppose you're discussing the Staxx-project at the Wilhelminapier. I remember that one to be somewhere between 155-150m. Am I wrong? Hope so... Since it would be a pleassant surprise!

Furthermore I agree that Milan and Rotterdam are skylinewise operating in the same league. Probably also for the years to come...

Not the same league. Before Milan reaches the number of skyscrapers/high rises and density as in the photo below, Rotterdam is already way ahead!

The fortune of Rotterdam is in the fact that all the highrises and skyscrapers are all in the same area and giving the fact that it's overall a low city, even the 70/80m towers look higher and give their contribute to the skyline.
I agree with you on what concerne the density, but not the amount.
Milan has at the moment 14 towers +100m already completed, a +170m tower nearly completed and another +170m tower U/C.
Two more towers, one of 126m and the other of 130m are U/C too, while a 120m tower and another one that could possibly reach an height of 150m are both planned, with the costruction work starting probably the next year.
If we have to considere all the highrises, then we have an entire new district U/C with more than 10 towers that reach an height of 90m, lots of highrises spread around the city with an height between 70m and 90m and others 5 towers, from 82m to 102m planned in Milanosesto.
This talking about a short time period, if we consider all that is planned, then we will see skyscrapers in two of the seven ex railyard and others towers, up to 40 floors, in the area that hosted the EXPO 2015.

70-100m towers are very important too, shouldn't be underestimated. Madrid would've been considered Top 5 skyline if the Quatro Torres were sorrounded by mid rises.

I know, actually in Milan we have more than 20 tower between 70m and 100m and others in costruction.
The "problem" with Milan is that all the towers are spread everywhere around the city so they actually don't create a really cluster or a skyline.
Just saying, these are the rendering of the new district U/C at the moment.
Image if Milan, just like Rotterdam and others, had all of its "high" costruction in one place: it would be not only better than Rotterdam, but i think in an higher position in the chart.

Milan seem kind of Dubay-ish (it even have it's Burj Khalifa) while Rotterdam is more boxy, what is better is probably a matter of taste since qulity of cladding etc. is pretty high in both cases.
