Looks good to me, although it is for 2010 (London and Frankfurt are not even in top 50, so I also used the other link):

Also, I see a difference in architecture between Frankfurt/Paris/Warsaw/Rotterdam and the cities in the US and I'm sure many people do, if you don't then maybe you should look closer.
Its not original, its old and easy to build lacks innovation and simply cheap ,I mean the cost of one Skyscraper in Moscow would suffice for a whole new skyline in Warsaw/Rotterdam, even new skyscrapers in NY are moving away from that classic and really old type of design, I think you are not following on the numerical side of things Moscow beats all of the arrayed cities you have mentioned in all categories 300m,200m, 100m, Moscow in a completely different league!

Middle-size US citiesa are typically tacky, and Frankfurt is not.

That is not true at all. Skyscraper is an invention of America after all. Frankfurt is not bad but that doesn't mean the US cities are tacky.

I'd reather see more of that "old type of design" like NY than kitsch from Moscow. I'd also reather see the cities moving away from that "old type of design" to something like Rotterdam than Moscow.

If you think those skyscrapers in Moscow will set some new trend then I think you will be disappointed. Architecture in Russia was always like that, shiny, gold, too-much-of-everything ect. and it will never be like that in NA or Europe, fortunately.

Maybe not in your opinion, but it is in mine. I think it's a fantastic skyscraper, definitely one of the best in Europe if not the best.

Best shot of Frankfurt I have seen so far. Now if they could just fill the gaps:
1. between Commerzbank tower and Opernturm
2. between Westendstrasse and the tower to the right (where the crane is )
3. between Westendstrasse and Messeturm

then................
