Why would they do that? In my opinion it looked much better before the intervention, maybe it's some temporary installation?

I've read about it, It's a temporary installation called "The Observatory of Light", you can search it on google, it's by the French artist Daniel Buren. It doesn't look bad when you see other photos, I think it will look like that till the end of this year, but I am not very sure. Someone with more information should say that. After looking at some other photos I realized I like this temporary installation.

It really looks like contents of a garbage bin full of shredded wrappings.

I don't care if it's influential or not (I know it is influential, but it doesn't matter) but I've always loved Palais bulles. Playful and full of joy and freedom. After that, I can't discuss your tastes, but to me that's one of the most beautiful houses in the world.

Those will be known as garbage until they're demolished. The thing about the buildings that were hated when they were built (Sagrada Familia, Eiffel Tower) is that they were something new and creative, something that hasn't been seen before, so it's logical some people couldn't or didn't want to get used to them. Only the next generations realised how those buildings were ahead of their time and now they're symbols of their cities. The thing about these villas in Dubai is that they're just some cheap mish-mash of historical and modern, something we've seen hundreds of times already. These buildings lack any sense of proportion or style. So no, we won't marvel at them and we won't consider them as masterpieces.
