Relieving the pressure on Dutch housing market: we need more apartments and taller apartment buildings, no single-family dwellings anymore!

Prohibit the construction of new single-family dwellings without stacking apartments in Amsterdam (A10), Rotterdam (motorway ring), The Hague, Utrecht (outer ring), Eindhoven (ring), Tilburg (ringbanen) and Groningen (provincial ring)!

And prohibit the use of agricultural land for new dwellings!

That's in Ytre Enebakk (Akershus) - but the highest it usually gets is about 16°, so having all-year-round AC seems really frivolous.

I looked up the image, the website it was posted on says it's located in:
"Россия, Саратов, 6–й динамовский проезд, дом 2."
(6-y Dinamovskiy pr-d, 2, Saratov, Saratov Oblast, Russia).

The building isn't visible in Street View, but multiple websites confirm that it's located there.

it is a heat-pump https://en.wikipedia.org/wiki/Heat_pump

basically it is an AC on reverse used during winter, and it can be used as an AC in the summer

I have mixed feelings about them, I like the architecture, but the colouring puts me off.
