Projects that come to my mind in association with crazy:

Kingdom tower:

Sky City in Changsha (building this 800m+ high tower with an area of 1000000 sqare meter in just 9 month is just a crazy project, I hope this gets real):

Masdar City (A city which just provides regenerative energy):

Crystal island:

And the artifical islands in Dubai

ITALY

Designed to highlight uniqueness of the place, an iconic powerplace such as its many mythic narratives, and in particular a crucial crosspoint between different populations of the past, with different cultures and traditions. A kind of totem between the two urban areas, Messina and Reggio Calabria, that make up Metropolitan City of the Strait.

The skyscraper (800 m - 2,625 ft), is a "lighthouse" situated at the center of Mediterranean Sea. The tower can be reached by land and by sea. A bridge with roads and railway, completely self-sufficient in terms of energy (60 meters above the sea waves), connects narrowest point of the Strait, that divides the two coasts. Modular structural grid welcomes several blocks dedicated to main functions: residential, public spaces and services, shopping areas, culture and entertainment.

Someone posted a rendering of a proposal for the redevelopment of South Sudan's new capital. The city would be laid out in the pattern of an elephant.

Check out my blog post linked below. Some were crazy, others just impractical or developers went broke.

to Barbaric's list I would add WuXiang new area in Nanning, where the whole new district with at least 15 skyscrapers is being build in one go

Also Chongqing Chaotianmen, where so much demolition and landscaping is involved..
