I don't really like it. It looks overdesigned.

Most chinese cities are low lying and exposed to regular flooding especially cities in the pearl river delta,so its probably for flood control.

On gaoloumi the 300 m tower is dead.
They will build three smaller tower 211,5-171-53,1 m

That is not overplanning. Instead it's thinking about how to improve the quality of life for office workers, hence having a park and sport facilities is a good idea!
