Bordeaux needs to gain more of a population before it can really be a "bigger" city.

quite true, in fact the central city has around 250/260 000 persons, the "métropole" has around 720 000, and the urban area 1 million...
other French cities are organised differently Toulouse for example counts for 50% population of the metropole.
But globally it's the same.
For sure, not comparable with Spain or Germany that have a multi-polar organisation made around many big cities, that is better probably to manage that Paris centred France.
Bordeaux has potential to grow but its main challenge is to attract again the growing suburban population back to the city center again, that's why the new urban projects will impact a lot the organisation of the city.

Looking at the projects going on, and in general at what's been happening in the last two decades, I don't think that the population size of inner Bordeaux is what matters, rather the metro area which is indeed quite sizeable.
