SAUDI ARABIA: Jeddah Metro Co has awarded Aecom Technology Corp an 18-month contract worth US$28m to provide consultancy services to support the preliminary planning and design phase of the Jeddah Public Transport Project.

Last year the Council of Ministers approved a 45bn riyal transport plan for the city — which includes a three-line light metro, buses and ferries — to be completed within seven years.

Metro Jeddah to hold project briefing day

METRO Jeddah, which was set up in March 2013 to implement an entire public transport network in Jeddah, Saudi Arabia, involving metro, light rail, rail, buses and water taxis, will hold a project briefing day for consultants, contractors and suppliers in Jeddah on March 30

The metro will comprise three lines. The first will be the 24km Blue Line linking the centre of Jeddah with King Abdul Aziz International Airport with 16 stations. This will be followed by the 67km Orange Line which will have 32 stations and will run north-south along the eastern side of the city. Finally, the 18km Green Line will be an east-west line with 12 stations.

The light rail project, known as the Corniche Tram, will comprise a 38km line connecting the city centre with North Obhur. A 70km railway with five main stations will also connect the metro with the Cornich Tram

Currently only 12 percent of the population live within a 10 minute walk of Jeddah’s transport nodes – the project aims to achieve 50 percent, through a process of densification and strategic planning. Each station node will create a new neighbourhood, with a unique character, and together these will create a diverse and vibrant city.

May 12, 2015 - ARCADIS (EURONEXT: ARCAD), the world's leading natural and built asset design & consultancy firm, today announced that through its subsidiary Hyder Consulting it has been appointed, as a part of the Foster + Partners team, to develop the architectural vision for a new, comprehensive public transport system in the city of Jeddah.

Based on a long-term, sustainable vision, which anticipates the city's growth, the plan for Jeddah's transport network is city-wide and includes the design of metro, ferry, bus and cycle services - as well as public spaces and nodes of commercial development.

The comprehensive plan includes the design of metro stations, high-spec trains and even the branding. In addition, the commercial developments associated with the metro system will create new urban service features for the city of Jeddah at key locations below the elevated track.

Designed to reflect the local climate, the masterplan for Jeddah's transport network draws on the high-density, compact urban model of the ancient quarter of Al Balad, with its mixture of uses and comfortable, walkable shaded streets. With only 12% of Jeddah's population currently living within a ten minute walk of public transport it is hoped that the new transport system will increase this to 50% through a process of densification and strategic planning.

The contract signing ceremony with the client, Metro Jeddah Company, was held in Jeddah on 31 March 2015. The contract was signed by HH Prince Khaled bin Faisal bin Abdelaziz Al Saud, the governor of Makkah Province.

A substantial proportion of ARCADIS' work on the project will be performed by Hyder in the Middle East and the UK with the support of ARCADIS' station design team.

"This is yet another strong example of the combined multinational strength of Hyder and ARCADIS, which has fortified our position in key infrastructure design in the Middle East. THE Saudi Arabian General Investment Authority (Sagia) and the metro authorities from the cities of Jeddah and Mecca are in the final stages of producing a joint request for proposals (RFP) for the Mecca and Jeddah metro projects

Sagia says the aim of the joint RFP is to create a critical mass of demand and volume that will encourage international companies to localise operations in Saudi Arabia, which will help to meet localisation targets. For example, the Jeddah metro project and Mecca stages two, three and four will require a combined 600-1000 metro cars while a "common envelope" is currently under development which will standardise specifications for the "essential" parts used in rolling stock and systems across Saudi Arabia

METRO Jeddah Company (MJC) has invited expressions of interest for contracts to carry out civil works on the first phase of the city's metro network, together with a turnkey contract to design, build, operate and maintain the planned Corniche light rail line

The metro network will ultimately comprise four lines. The 33km 19-station Blue Line will link the city centre with King Abdul Aziz International Airport, while the 42km 30-station north-south Orange Line will run along the eastern side of the city from North Obhur Bridge to Madinah Road. The east-west Green Line will be 16.5km long with 12 stations, and the Red Line will be 58km long with 24 stations.

The metro includes the construction of the 2km Obhur road-rail suspension bridge which will be 74m wide and have a maximum clearance of 51m. A new 85,000m2 hub station at Al Montalaq will provide interchange between the metro and the Haramain high-speed rail station

METRO Jeddah invites companies to pre-qualify for tenders to supply trains and equip and fit out the Saudi city's new metro for which civil works prequalification started in July

The tenders will cover a range of systems including:
  • rolling stock
  • permanent way comprising track (including slab track), switches and crossings, test tracks, and the substructure
  • traction power supply and Scada systems
  • communications-based train control specified at automation Level 4
  • interlockings and auxiliary systems for stations
  • control systems including automatic train supervision, train control management, integrated train control, an emergency train control centre, and an operation and control centre (OCC)
  • depot, maintenance workshop and train stabling
  • buildings including the OCC and depot
  • a computerised maintenance and management system
  • mechanical, electrical and plumbing support systems
  • tunnel ventilation and cooling
  • passenger information
  • closed-loop automatic fare collection system
  • security systems
  • platform screen doors and segregation doors, and
  • overall system integration
Jeddah plans to build a four-line network comprising the 33km Blue Line with 19 stations which will serve the airport, the 42km Orange Line with 30 stations, the east - west Green Line which will be 16.5km long and have 12 stations, and the 58km Red Line with 24 stations

Summary


1.1. Metro Jeddah Company (The “Employer”) seeks to engage with one or more established national
and international company or consortium/JV with a proven record in providing automated fare
collection system (automated fare collection) for multiple modes of transportation, system
integration, testing and commissioning, bringing in to operational use, providing maintenance
support (the “Works”) for the JPTP projects. The Automated Fare Collection System (AFCS)
shall cover all public transport modes of the Jeddah Public Transportation Program including
Metro, Bus Rapid Transit (BRT) network, Light Rail Transit (LRT) network, Marine Transportation
Line, Tram and future Commuter Rail. The system shall support seamless interchange between
modes and payment at park and ride sites.

1.2. The System shall include, but not be limited to:
 integrated central system;
 passive provision for future phases, such as the commuter rail;
 transport operators back office (mode specific systems);
 sales, validation and inspection equipment and contactless media;
 the integrated central system and transport operators back offices shall include
, but not be
limited to:

o servers, with database and administration software;
o workstations;
o test facilities;
o maintenance centre, with test equipment and spare parts;
o training centres (sales, validation etc);
o hardware shall include, but not be limited to:

 vehicle validators;
 fare gates;
 ticket vending machines;
 ticket office equipment;
 TIM - Ticket Issuing Machine;
 L-TIM - Light Ticket Issuing Machine;
 TVM - Ticket Vending Machines;
 AVM - Add value Vending Machines;
 AFG - Automatic Fare Gate;
 OBV - On Board Validator;
 GV - Ground Validator;
 PRV – Park and Ride (P&R) Validator;[/RIGHT]

 HCD – Handheld Control Device;
 interfaces to Multi-Service Network (MSN) & Web via Web Servers;
 software, with a strategy to mitigate obsolescence.

1.3. The ‘System’ includes stations, piers, bus, LRT and Tram stops, an Integrated Control Centre
(ICC) and Operational Control Centres (OCC), a metro rail mainline test section to be operational
by December 2018 and with the whole System being in full operation by November 2020.

1.4. All structures such as stations, piers and stops shall be constructed by the Employer’s other
contractors. It is expected that the Works Contractor will liaise closely with the Employer’s civil
works contractors to construct infrastructure which will encompass their requirements and also
the Employer’s Rolling Stock and Train Control contractor.

1.5. The Contractors selected for the Works will only be drawn from a pool of companies who can
demonstrate they are able to obtain registration within the Kingdom of Saudi Arabia; national,
and international firms recognized for this type of works.

1.6. To be considered as a joint venture or consortium partner, a member must execute at least 30%
of the Works.
